Repair, or replace?
Most people arrive here after one repair too many. The honest way to decide isn't a formula — it's four questions.
Is the counterbalance and are the sections still sound? A door with good structure and a failed part is a repair. A door with cracked sections, a worn shaft and tired springs is a replacement wearing a repair's clothes.
Are parts still available? On an older or discontinued door, this is usually what actually decides it — and it's worth asking in week one rather than week six.
Have the opening's requirements changed? Bigger trailers, more cycles, a temperature separation that didn't used to be there, or a rating the old door doesn't carry. A door that was right in 2004 may be wrong for what you do now.
Is it repeated impact damage? If the same door keeps getting hit, replacing it without changing the bollards, the traffic pattern or the door type just buys you a newer door to hit.
Two things worth knowing before someone tells you the door is finished. An operator is part of the door system only if it's listed as part of that system (ANSI/DASMA 102, Section 2.3) — so a dead motor is usually a motor problem, not a door problem. And a certification on a door covers the design as tested, not a performance warranty on the door in front of you (Section 11.1).
You'll also hear a rule of thumb that once a repair passes about half the cost of a new door you replace. At least one door manufacturer publishes that figure, so it isn't invented — but nobody citing it names a test, a standard or a dataset. Treat it as a rule of thumb, not a finding.

The permit reality in Virginia — and the exemption that isn't yours
If you're replacing a commercial door in Hampton Roads, plan on a permit. Virginia's building code does exempt some door replacements from permitting, but the exemption is written for homes, not warehouses, and it excludes anything required to be fire rated.
Here's the text, and it's worth reading who it names:
"Replacement of windows and doors with windows and doors of similar operation and opening dimensions that do not require changes to the existing framed opening and that are not required to be fire rated in Group R-2 where serving a single dwelling unit and in Groups R-3, R-4, and R-5." — 13VAC5-63-80, Section 108.2, item 14.1
R-2 single dwelling unit, R-3, R-4, R-5 — those are residential occupancy groups. Your warehouse isn't one.
And the drafting is deliberate, not sloppy. In the same list, the plumbing-fixture exemption is expressly written "in all groups." The door exemption is not. Where the Board wanted an all-occupancy exemption, it wrote one.
What triggers the permit requirement on the other side of the ledger is Section 108.1, which requires an application before work involving removal or addition of walls, structural components, fire-rated assemblies, means of egress, and electric wiring. A door replacement commonly touches the framed opening, the header, or the wiring — sometimes all three.
One practical mercy: the same section lets emergency construction, alteration or equipment replacement start first, with the application submitted "by the end of the first working day that follows the day such work commences."

Virginia's code supersedes local building codes (13VAC5-63-20, Section 102.2), so a city can't write its own technical rule for your door — but zoning, overlay districts, historic districts and floodplain rules still reach the project.

We can't quote a door replacement from a web page. The price depends on the opening, the door you actually need, the operator, permits, and what's behind the old door. Here's what to ask before you authorize work.

On wind ratings
If you're replacing an exterior door, the construction documents have to show the wind design data — basic wind speed, risk category, exposure, and component and cladding design pressures (2021 Virginia Construction Code, §§ 1603.1.4 and 1609.3). That's a documentation requirement, and it's a useful one to know about, because it tells you the question is real rather than optional.
We're not printing a wind speed for your address, and you should be careful of anyone who does from a web page. The two people who can tell you what your opening needs are the building official for that city and a structural engineer. Ask the provider which of them they're getting the number from.
One correction while we're here: Virginia's "special wind region" amendment is about mountains, gorges and elevations at or above 4,000 feet. That's western Virginia. It says nothing about the coast, and anyone citing it here is citing the wrong thing.

Dock openings are a package, not just a door
On a dock position, the door, the leveler, the seal or shelter and the bumpers all have to work together. Replace the door on its own and you can end up with a seal that no longer contacts the trailer, or a leveler that no longer clears the new bottom section, or bumper projection that doesn't match the new assembly.
Mention on the call that it's a dock opening. It changes what gets measured.
One planning note worth having early if you're putting in new dock equipment rather than just a door: the conduit and box locations come from the manufacturer's submittal or cut sheet for the specific unit going in, and that needs to be in hand before the concrete goes down. That's a scheduling fact, not a sales point — but it's the kind of thing that costs real money when it's missed.

Who's allowed to do the work
The class. Virginia sets contractor classes by value — Class A from $150,000 for a single project or $1 million a year, Class C for projects over $1,000 and under $30,000 or under $250,000 a year (Va. Code § 54.1-1100). A door replacement program across a portfolio can move into a different class than a single opening.
The classification. Virginia publishes no door or dock specialty — we read all 49 (18VAC50-22-30). Check the record is current and the classification plausibly covers the work at DPOR License Lookup.
The wiring. A firm holding only the Commercial Building Contracting classification cannot self-perform operator wiring — that classification's own definition excludes electrical services (18VAC50-22-20). That's a licensed electrical contractor with a licensed tradesman electrician.

Do I need a permit to replace a commercial garage door in Virginia?
Plan on one. The code's door-replacement exemption is written for residential occupancy groups and excludes fire-rated assemblies, so it doesn't reach a commercial opening. On top of that, a replacement often involves the framed opening, the header or new wiring, all of which are permit triggers in their own right. Which office depends on which of the seven cities you're in, and the building official confirms what applies.
Can I keep the existing operator on a new door?
Sometimes, and it's a fair question to ask rather than assume. The relevant point is that an operator counts as part of the door system only when it's listed as part of that system — so a working operator isn't automatically scrapped with the door, and a dead operator doesn't automatically condemn a sound door. Ask the provider to address the operator separately in the quote.
How long does a commercial door replacement take?
The install itself is usually short. The lead time is what stretches — many commercial doors are made to order, and gauge, size, insulation and any rating all affect it. Ask for the lead time in writing and ask whether the opening can be secured in the meantime, because that's the part that affects your operation.
Does a new door have to be wind-rated here?
That determination isn't ours to make.
