Virginia International Gateway is in Portsmouth, not Norfolk. The Port of Virginia's own published address is 1000 Virginia International Gateway Blvd, Portsmouth, VA 23703. It gets described as a Norfolk terminal constantly, and it isn't one. Also in the city: Portsmouth Marine Terminal at Cleveland Street and Lee Avenue, and Pinner's Point Container Yard at 6 Harper Ave (Port of Virginia terminal directions).
Norfolk Naval Shipyard is in Portsmouth too — the regional economic development body describes it as "the U.S. Navy's oldest and largest industrial facility" (Hampton Roads Alliance — Portsmouth).
What that means for you: this city holds terminal-adjacent warehousing, maritime and industrial support facilities, and a lot of commercial buildings whose neighbours are federal or maritime operations. Is your dock under VOSH or federal OSHA?
Virginia runs its own OSHA-approved state plan, the Virginia Occupational Safety and Health (VOSH) Program, administered by the Department of Labor and Industry. It adopts the federal general-industry standards essentially unchanged, so the familiar dock rules apply here in their federal form — just enforced by the state (Virginia DOLI; OSHA State Plans).
But VOSH's published scope excludes certain federal enclaves such as military reservations, the Postal Service, federal workers, and private-sector maritime. In a city holding two Port of Virginia terminals, a container yard and the Navy's oldest industrial facility, that's not a technicality — it changes which agency covers a given dock.
