The cities and counties

Hampton Roads isn't one city with suburbs. It's a ring of independent cities around a harbour, and in Virginia an independent city is its own county-equivalent — it isn't inside any county. That's why each of them runs its own building department.

Southside cities

  • Norfolk — the metro page covers Norfolk directly. Norfolk Industrial Park, Norfolk Commerce Park, Central Business Park, the Interstate and Riverside corporate centers, and the Norfolk International Terminals area.
  • Virginia Beach — Airport Industrial Park, the Oceana West, South and East industrial parks, Corporate Landing, Innovation Park and Progress Lane.
  • Chesapeake — the Greenbrier business district and Greenbrier North Commerce Park, plus the Coastal Virginia Commerce Park on the Route 17 corridor.
  • Suffolk — the metro's densest run of distribution parks, along US-460 and US-58.
  • Portsmouth — Virginia International Gateway, Portsmouth Marine Terminal, Pinner's Point, and the Norfolk Naval Shipyard area.

The Peninsula

  • Newport News — Copeland and Oakland industrial parks, the Patrick Henry corridor, Tech Center, and the Newport News Marine Terminal district.
  • Hampton {#hampton} — permits run through the city's Development Services Center, 22 Lincoln St, 757-728-2444. The city's published fee schedule (rev. Aug 2025) sets a minimum building permit fee of $50, building renovation at 0.39% of construction value, electrical at 0.9%, a $10 technology fee and a 2% state levy — all general construction-valuation figures, not a door permit price. Hampton has two state-designated enterprise zones, the Hampton Roads Center Enterprise Zone and the Hampton Urban Enterprise Zone, and markets a development area at the I-64/I-664 convergence.
  • York County and Poquoson {#york-county-and-poquoson} — York County publishes fourteen named industrial and commerce parks, including Ashe, Bethel, Busch, Ewell, Greene, Kings Creek Commerce Center, Penniman, Stanley, Victory, York River Commerce Park and Yorktown Commerce Center, and describes the inventory as ranging from "small flex space to large warehouse storage" (York County Industrial/Commerce Parks). Poquoson is primarily residential with a short commercial corridor.
  • Williamsburg and James City County {#williamsburg-and-james-city-county} — Williamsburg's economy is anchored in tourism and higher education. James City County carries a real industrial base — distribution, brewing, glass, metal packaging, printing and medical manufacturing among them — though the county does not publish a park list we could read. Both are inside the metro and both are in the request area.

Across the James

  • Isle of Wight County {#isle-of-wight-county} — Shirley T. Holland Intermodal Park, a 1,200-acre publicly owned park adjacent to U.S. 460 with direct access to the Port of Virginia's terminals, plus the Virginia Trade Center, the 460 Commerce Center, the planned Tidewater Logistics Center and Virginia ColdDock 258, a 240,000 sq ft cold storage facility reported as breaking ground in 2026 (Isle of Wight featured industrial properties). Smithfield and Windsor are the main communities.
  • Surry County {#surry-county} — inside the metro and inside the request area. We could not read an official county economic development source, so we're not going to describe its industrial base. Call and we'll take it from the address.

Across the York

  • Gloucester and Mathews counties {#gloucester-and-mathews} — neither county publishes a named industrial park. Both have commercial, marine-services and working-waterfront businesses with real buildings and real doors, and both are in the request area. Gloucester's county offices are at 6489 Main Street, Gloucester.

The North Carolina portion

Currituck, Camden and Gates counties {#the-north-carolina-portion} are part of this metro under the current federal definition, and you can call about a facility there.

The substantial verified industrial asset on the NC side is Maple Commerce Park in Currituck County — part of a 600-plus-acre tract, zoned Heavy Manufacturing, with eleven shovel-ready parcels, utilities in place, reached via US 158 and the NC-VA 168 Chesapeake Expressway, adjacent to Currituck Regional Airport (Think Currituck). Camden and Gates are agricultural counties without a published industrial park.

North Carolina's rules are not Virginia's, and this matters if your facility is over the line. North Carolina defines a general contractor for covered undertakings costing $40,000 or more (N.C.G.S. § 87-1), and requires an electrical contracting licence for businesses offering electrical installation, maintenance, alteration or repair (N.C.G.S. § 87-43). Permits run through the county — Currituck Permits & Inspections — and Camden and Gates facilities go through their responsible county office. No absence of web detail means an exemption. The provider and the issuing office confirm what applies.

Two different "Hampton Roads" — and why it matters to you

There are two footprints in common use, and they don't match. This catches people out when they're told they're "outside the area."

The federal reference is OMB Bulletin 23-01, dated July 21, 2023, which delineates CBSA 47260 as the Virginia Beach–Chesapeake–Norfolk, VA–NC Metropolitan Statistical Area. OMB is explicit that these delineations are statistical and are not intended as service-delivery boundaries — which is exactly why we treat the list as places you can call from, not as a guaranteed territory.

The regional economic development body, the Hampton Roads Alliance, covers fourteen localities. Its list adds Franklin and Southampton and leaves out Gloucester, Mathews, Surry and the three North Carolina counties.

Reviewed case by case

Franklin city and Southampton County were removed from the federal metro in the 2023 delineation but remain Hampton Roads Alliance localities. Call — we'd rather look at the address than quote you a line from a bulletin.

Elizabeth City and Pasquotank County, Perquimans County, and Dare County and the Outer Banks are outside this metro. They sit in neighbouring statistical areas. We're saying so plainly rather than leaving you to guess, and you're still welcome to call and ask.

Southside or Peninsula? It's a fair question to ask

This metro is split by water. A facility on the Peninsula and one on the Southside are not the same trip for anyone driving out.

That's worth raising when you get a provider on the phone: which city is the technician coming from, and what travel is being charged? It's a reasonable question and a good provider will answer it straight.
