The door line, in the city's own words. Among the alterations the city lists as requiring a commercial building permit is "Replacing windows or exterior doors IF frames or jams are altered." The same page also requires permits for "cutting away any wall, partition, or portion of the building," "the removal or cutting of any structural beam," and "the removal or change of any required means of egress" — all three of which commercial dock-door work routinely touches.
One careful reading. That's the city stating when a permit is required. It does not publish a matching exemption for a door swap that leaves the frame intact, and the state's ordinary-repairs exemption is residential-only, so don't assume the inverse. If the frame or jamb is being touched at all, ask the office.
Counter review. The city allows commercial counter review for "interior and exterior alterations with a work area of 2,500 square feet or less," which is worth knowing if you're planning a small scope.
