What the city publishes about fees: its Fee Schedule for FY 2026-2027 sets commercial new construction and alterations at $0.10 per square foot with a minimum fee of $56.00, and a minimum building and trade permit fee of $56.00 (Suffolk Fee Schedule FY26-27). That is a general construction-valuation basis, not the price of a door permit, and it's a fiscal-year document — it changes.
And the state layer. A true like-for-like repair — a spring, a roller, a panel, a leveler cylinder — usually isn't one of the activities Virginia's code lists as needing a permit before work starts. A replacement usually is. And the door-replacement exemption people cite is written for residential occupancy groups and excludes fire-rated assemblies, so it doesn't reach a commercial bay door (13VAC5-63-80, Section 108.2, item 14.1). Emergency work can start first, with the application due by the end of the first working day after it begins.
