What area does the Mobile, AL metro cover?
Under the federal definition, the Mobile, AL Metropolitan Statistical Area is one county: Mobile County (OMB Bulletin 23-01, July 2023). Mobile County lists 11 incorporated cities and towns: Bayou La Batre, Chickasaw, Citronelle, Creola, Dauphin Island, Mobile, Saraland, Satsuma, Semmes, Prichard and Mount Vernon (Mobile County). Many other communities, like Theodore and Tillmans Corner, are outside those city limits.
You can call about dock and commercial door work at facilities anywhere in the county. Listing a place here doesn't mean a provider has accepted work there. The company that takes the call confirms the address.
City of Mobile
Inside Mobile city limits, you can call about warehouses, distribution buildings, plants, shops and fleet garages. That includes the port area, the Brookley and Mobile Aeroplex area, and the I-10, I-65 and Airport Boulevard corridors. At the Port of Mobile, APM Terminals runs the container terminal, which has on-dock rail transfer (Alabama Port Authority). A ship berth there is not a loading dock for this line. A truck dock at a warehouse near the port is.
Permit office: Build Mobile. Permits 251-208-7602, inspections 251-208-7198 (Build Mobile). The City lists the 2021 building codes and the 2020 electrical code, effective January 7, 2023 (adopted codes). Its design wind speeds run from 145 to 179 mph by risk category (City amendment).
North Mobile County: Prichard, Chickasaw, Satsuma, Creola, Mount Vernon and Citronelle
North of the city, you can call about facilities in Prichard, Chickasaw, Satsuma, Creola, Mount Vernon and Citronelle. It also includes unincorporated communities such as Eight Mile, Axis and Chunchula. Ask the municipality where the facility sits which office handles commercial permits, and confirm its code edition. For sites outside city limits, confirm the permitting jurisdiction before assuming the county applies; Semmes states a half-mile jurisdiction beyond its city limits.
Saraland
Saraland runs its own building department. It issues building, electrical, plumbing and mechanical permits. It's at 727 Saraland Blvd S, phone 251-679-5502 (Saraland Building Department). Its page doesn't list its code editions, so ask the department which editions apply to a replacement door or new wiring.
West Mobile County: Semmes and Wilmer
West of the city, you can call about facilities in Semmes and in unincorporated communities such as Wilmer.
Semmes runs its own permitting and inspections office at One Main Street, phone 251-649-5752. Its published jurisdiction definition includes a half-mile beyond city limits, so confirm the office for an edge address. It lists the 2018 International Building Code and the 2020 National Electrical Code. It says "all COMMERCIAL BUILDING PERMITS will only be issued to a state licensed general contractor with a City of Semmes Business License" (City of Semmes). Semmes is on older code editions than the City of Mobile or the county, so a replacement door there may be judged against different rules. Ask the city.
South Mobile County: Theodore, Tillmans Corner, Grand Bay, Irvington, Bayou La Batre and Dauphin Island
South of the city, you can call about facilities in Theodore, Tillmans Corner, Grand Bay and Irvington, and in the incorporated towns of Bayou La Batre and Dauphin Island.
Theodore and Tillmans Corner
Theodore and Tillmans Corner are not on the county's list of incorporated cities. Grand Bay and Irvington aren't either. A site in these communities that is outside any applicable municipal permitting jurisdiction is handled by Mobile County Inspection Services, 1110 Schillinger Rd N, phone 251-574-3507. The county says "almost any work done in Mobile County, whether residential or commercial, requires a permit" (county permits). The county's 2024 building codes and 2023 electrical code took effect July 1, 2026. Its design wind speeds are 148, 160 and 174 mph by risk category (county code adoption).
Mailing addresses don't always match city limits. Before permitted work, confirm whether the site is inside a city.

Across the whole county, Alabama's general contractor license applies when "the cost of the undertaking is one hundred thousand dollars ($100,000) or more" (Ala. Code §34-8-1). The state board says new exemptions for "certain routine or regular maintenance, repair, cleaning, and facility support services" take effect October 1, 2026 (board notice). Baldwin County and the Eastern Shore
Daphne, Spanish Fort, Fairhope, Loxley, Bay Minette, Robertsdale and Foley are in Baldwin County. Baldwin is its own federal metro area, the Daphne–Fairhope–Foley MSA (OMB Bulletin 23-01). Call and ask. Permits there come from that city or from Baldwin County, so ask the company and the local office.
Washington County
Chatom, McIntosh, Millry and nearby communities are in Washington County. It isn't part of the current Mobile metro definition. Call and ask.
Pascagoula and Moss Point, Mississippi
Pascagoula and Moss Point are in Jackson County, Mississippi, which is part of the Gulfport–Biloxi, MS metro area (OMB Bulletin 23-01). Call and ask. Mississippi has its own licensing and permit rules, and the Alabama rules on this site don't apply there.
