Pasadena has its own building department — and its own windstorm status
Two things make Pasadena different from a generic Houston address, and both of them can change what happens on a job.
It's a city, not part of Houston. Pasadena has its own building department and its own fire marshal. If your facility is inside the city limits, that's who permits and inspects your work — not the City of Houston, and not Harris County. Sitting next to Houston doesn't change that.
Part of Pasadena is inside the Texas windstorm program. This is the one that surprises people, and it's covered next.

The windstorm rule that applies here and almost nowhere else in Harris County
If you're repairing, altering or replacing a commercial door at a Pasadena facility, ask whether the work affects windstorm certification before the scope is finalized.
The Texas Department of Insurance designates a catastrophe area for its windstorm program. Most of Harris County is outside it. But inside Harris County, structures that are east of State Highway 146 and inside the city limits of La Porte, Morgan's Point, Pasadena, Seabrook or Shoreacres are in it (TDI adopted building codes; TDI windstorm questions, checked September 18, 2026).
Both conditions have to be met. East of 146 on its own isn't enough. Inside Pasadena city limits on its own isn't enough. And the city limits in that part of the county are irregular enough that the difference between eligible and not eligible can come down to one street — so confirm from the parcel record, not from a map app or a mailing address.
What follows if your facility is inside it:
- For TWIA insurance eligibility, structures constructed, altered, remodeled, enlarged, repaired or added to on or after January 1, 1988 generally need a Certificate of Compliance, subject to the association's limited exceptions. Ask which certificate or exception applies to the actual work (TWIA, checked September 18, 2026).
- For WPI-1 applications submitted on or after April 1, 2026, TDI's windstorm program uses the 2024 International Residential Code or 2024 International Building Code as applicable. This is separate from municipal code adoption (TDI, checked September 18, 2026).
- TDI says most of the designated catastrophe areas now sit inside the windborne debris region, with requirements from those same codes, determined per structure.

You can still call about a stuck door or failed leveler. Describe the fault first; the actual work determines whether a permit or certification question follows. Do not assume that calling it an ordinary repair settles the windstorm question.
Which office permits work at your Pasadena facility?
Start with the parcel. A Pasadena mailing address doesn't automatically mean the facility is inside Pasadena city limits, especially out toward the Ship Channel and along the county's unincorporated pockets.

Ship Channel sites: access, and the fire-brigade question
Two things about working at plants and terminals on this side of the metro that are worth mentioning on the first call.
Access takes planning. Port Houston states that access to its facilities requires authorization and a legitimate business purpose (Port Houston credentials, checked September 18, 2026), and plants and private terminals around the channel commonly run their own check-in, badging, escort and PPE rules on top of that. Tell the receiving company early so it can confirm whether it can meet the site's entry requirements. Port Houston's rules apply to its own facilities, not automatically to every private plant nearby.
Tell the receiving company what your site requires, whether an escort is needed, and whether there's a window when contractors can be on site.
The fire-brigade exemption. If your facility is in unincorporated Harris County rather than inside Pasadena city limits, there's a provision worth knowing. Harris County's fire code allows an industrial facility with a fire brigade meeting the OSHA standard to be approved for exemption from fire code requirements, including operational permits. It comes as a Certificate of Exemption, runs for no more than three years, isn't transferable, and has to be re-applied for on a change of ownership, brigade capability or facility name (Harris County Fire Code 2021 §105.7, checked September 18, 2026).
If your plant holds one, what still applies to your rated doors is a question for the fire code official. Worth asking rather than assuming in either direction.
