A trailer is stuck at our dock right now
This is the one dock failure with a person standing in it. Call (385) 325-7138, say "restraint won't release, trailer is held," and give the facility address and the bay number. That's all the receiving company needs to start.
What to report, in this order:
- The facility address and the bay number.
- Whether the restraint is fully engaged, partly engaged, or you can't tell.
- What the inside light and the outside light are each showing right now.
- That a driver is waiting.
- Any check-in, badging, escort or PPE rule a technician has to meet on your site.
What not to do, and this one is firm. Do not try to release, override, bypass or disable a restraint or its interlock. Do not have the driver pull against it. Do not send anyone between the trailer and the dock face to look at the mechanism. A restraint that isn't behaving is the reason to call, not the reason to improvise — and a trailer that comes free unexpectedly is exactly the accident this equipment exists to prevent.
Keep people clear of the trailer and the dock edge, tell the driver and your yard team what's happening, and take the bay out of use through your facility's normal process.

Trailer restraint repair: which kind is at your dock?
A vehicle restraint (also called a trailer restraint, truck restraint or dock lock) is the hardware at the base of the dock that physically holds a trailer in place while people and forklifts work inside it. It exists to stop the trailer creeping forward or pulling away early.
The names get used interchangeably. The mechanisms don't.

Dock communication lights, controls and interlocks
The red and green lights on the inside and outside of the bay are a communication system, not decoration. In the usual arrangement, one colour tells the driver it's safe to pull away and the other tells them to stay put, while the pair inside tells your forklift operator whether the trailer is secured. When those disagree with what's actually happening, people act on bad information.
That's why a light fault on this equipment is a safety fault, not a cosmetic one.
Interlocks can tie restraint status into the operating sequence of the leveler, the door or both. The arrangement depends on the installed system, and a signal is not permission to bypass the facility's loading procedure. They're a good thing, and they also mean one failure can stop the whole bay. If your leveler suddenly won't run and the restraint light looks wrong, mention both on the same call — you may be looking at one problem, not two.
What to report: the inside and outside indications you already observed, and how they differ from the system's documented normal sequence. Opposite red/green lights can be normal; don't approach the trailer, operate a failed device or change the signals to investigate.

This page gives no bypass, override or manual-release procedure of any kind, and that's deliberate. The whole value of a restraint is that it doesn't let go until it should.

Where restraints sit against the rest of the dock

- That company takes it from there. They confirm whether they can serve the address, what they can do, when, and what they charge — plus their own contract, work and warranty terms.
Useful to have, not required
The bay number. Whether a trailer is held right now. Whether it's a hook-type or wheel-type device, if you know. What each light is showing. Whether the leveler or door is also stopped. Any existing service record. The brand, only if it's readable from a safe position.
Nothing on this list requires anyone to go near the trailer or the mechanism.

What affects the price
We can't quote your exact restraint repair from a web page. The price depends on the mechanism, the fault, controls, parts and access. Here's what to ask before you authorize work.
Ask about the diagnostic or service-call charge and whether it comes off the repair. Ask what the estimate covers. With a restraint, ask specifically whether the fault is in the mechanism, the controls, or the wiring, because those three carry very different scopes — and sometimes a different trade.

A note on the electrical side. Non-exempt electrical work in Texas has to be done under the state's electrical licensing program, through a licensed electrical contractor with a master electrician of record (TDLR Electricians program, checked September 18, 2026). Inside the City of Houston, that license also has to be registered with the City. If a restraint job involves new wiring or a control circuit, it's worth asking who's covering that scope.
The standard behind this equipment
MHI's public MH30 listing identifies MH30.3-2022 as the standard covering vehicle restraining devices, separate from MH30.1 for installed dock leveling devices and MH30.2 for portable ones. That tells you the category the equipment sits in. It does not by itself establish what's legally required at your facility — the manufacturer's instructions for the actual installation and your own employer programme govern that. On the operating side, OSHA §1910.178 covers powered industrial trucks, including wheel-blocking provisions, and §1910.26 addresses transport-vehicle movement at dockboards. Its “such as” examples do not cancel §1910.178. OSHA's mechanical-restraint directive describes conditional enforcement treatment for qualifying positive protection. What permits can a restraint repair involve?
Separate the mechanism from its foundation, power and interlocks. New wiring, replacement anchorage or changes to a connected leveler or door may involve a different permit or trade scope from a mechanical repair.
For a city address, start with Houston Building Code Enforcement; for unincorporated Harris, ask the County Engineer and Fire Marshal. The county fire-code ordinary-repair exception does not settle every building or electrical requirement. Restraint questions from Houston facilities
The restraint won't release and a driver is waiting — what do we do right now?
Call it in and say "restraint won't release, trailer is held," with the facility address and bay number. Then keep people clear of the trailer and the dock edge, tell the driver not to pull, and take the bay out of use through your normal process. Don't try to release it manually, don't override the interlock, and don't send anyone in between the trailer and the dock to have a look. Keep the failed equipment out of use until the qualified provider has assessed it.
Our lights show green outside and red inside. Which one is right?
Those opposite colors can be normal. In the sequence described by Rite-Hite, an outside green and inside red can indicate the restraint is not engaged; securing the trailer changes the indications to outside red and inside green. Use the instructions and established loading procedure for your actual system—not a rule that both sides should match. Report a failed engagement, an error message or a signal inconsistent with that documented sequence without testing or bypassing it.
Do we still need wheel chocks if we have a restraint?
Do not treat having a restraint as a blanket wheel-chock exemption. OSHA §1910.178 contains wheel-blocking provisions; OSHA's positive-restraint enforcement directive describes a conditional de minimis policy for qualifying mechanical protection. Your safety lead must apply the relevant rules, actual vehicle and manufacturer's instructions. The “such as” wording in §1910.26 does not override those separate provisions.
Is this the same call as a dock leveler repair?
Often it's the same visit, but it's different equipment. If the leveler has stopped and the restraint light looks wrong at the same time, mention both — on many docks they're interlocked, so one fault stops the other. If the deck or lip is clearly the problem on its own, start with the leveler page.
