Industrial Baytown: access, and the fire-brigade question
Baytown's industrial base runs heavy — petrochemical plants, terminals and distribution around the east end of the Ship Channel. Two things about that are worth mentioning on a first call.
Access takes planning. Plants and private terminals here commonly run their own check-in, badging, escort and PPE requirements, and some restrict when contractors can be on site at all. The receiving company needs to confirm it can meet those requirements before planning a visit. Tell the receiving company what your site needs and whether there's a window for contractor work.
The fire-brigade exemption, in unincorporated Harris County. Harris County's fire code allows an industrial facility with a fire brigade meeting the OSHA standard to be approved for exemption from fire code requirements, including operational permits. It's granted as a Certificate of Exemption, runs for no more than three years, isn't transferable, and has to be re-applied for on a change of ownership, brigade capability or facility name (Harris County Fire Code 2021 §105.7, checked September 18, 2026).
If your plant is in unincorporated Harris County and holds one, what still applies to your rated doors is a question for the fire code official — worth asking rather than assuming.
A note on the coastal environment. Salt air and humidity near the bay are hard on hardware, fasteners and finishes over time, and that's a genuine factor in specifying a replacement.
