The list follows the current federal metro definition: the Houston–Pasadena–The Woodlands metropolitan statistical area, ten counties, based on the July 2023 delineations (BLS Houston metropolitan counties, geography checked September 18, 2026). That's a geographic reference for organising requests. It isn't a service territory and it isn't a promise about drive time.

One thing worth knowing if you work with regional agencies: the Houston-Galveston Area Council's planning region covers thirteen counties, which is a different footprint from the ten-county metro area (H-GAC, checked September 18, 2026). If you've seen both numbers, that's why.

Counties and communities

Harris County

Houston, Pasadena, Baytown (Harris portion), Katy (Harris portion), Deer Park, La Porte, Channelview, Galena Park, Jacinto City, South Houston, Seabrook, Shoreacres, Morgan's Point, Crosby, Humble, Tomball, Spring, Cypress, Webster, and the large unincorporated areas that hold much of the county's warehouse and industrial space.

The thing to check here: Harris County holds the City of Houston, other incorporated municipalities, and a very big unincorporated area — and they don't share a building department. A Houston mailing address doesn't tell you which one has your facility. The Harris County permit and jurisdiction guidance gives you a starting point for confirming the parcel with the office.

East of State Highway 146. La Porte, Morgan's Point, Seabrook and Shoreacres sit inside the Texas Department of Insurance windstorm program when the facility is both east of SH 146 and inside those city limits. Fort Bend County

Sugar Land, Missouri City, Stafford, Richmond, Rosenberg, Fulshear, Meadows Place, Needville, and the Fort Bend portion of Katy.

Stafford is worth a mention on its own: it straddles the Fort Bend and Harris county line and packs a lot of small industrial, light manufacturing, fleet and workshop space into a small footprint. Plenty of four-bay operations there, and a four-bay operation is as much in scope as a distribution centre. Fort Bend County handles permitting for unincorporated areas through its Engineering development permits route (checked September 18, 2026).

Montgomery County

Conroe, The Woodlands, Shenandoah, Oak Ridge North, Willis, Magnolia, Montgomery, New Caney, Porter, Splendora.

The north side has its own industrial base and its own permit offices. The Woodlands is not Conroe, and a Conroe mailing address doesn't automatically mean the City of Conroe has your building.

The Woodlands also extends into Harris County. County headings organize this list; they do not mean every named municipality or community lies wholly in one county. Confirm the facility's parcel when a place crosses a boundary (The Woodlands Township).

Brazoria County

Pearland, Alvin, Manvel, Angleton, Lake Jackson, Freeport, Clute, Richwood, Brazoria, Sweeny.

Windstorm note: the entire county sits inside the TDI designated catastrophe area, which makes certification a question for the actual work and insurance eligibility. One boundary worth stating plainly on this coast: we take calls about commercial building doors and loading-dock equipment. Boat docks and boat lifts are a marine contractor's work.

Galveston County

League City, Friendswood, Texas City, La Marque, Dickinson, Santa Fe, Hitchcock, Galveston.

Windstorm note: the entire county sits inside the designated catastrophe area. Some municipalities here cross county lines, so give the actual address rather than relying on the county heading.

Chambers County

The Chambers portion of Baytown, Mont Belvieu, Old River-Winfree, Beach City, Cove, Anahuac, Winnie, and the Cedar Port area.

Windstorm note: the entire county sits inside the designated catastrophe area — which is why the windstorm line runs straight through Baytown. Chambers County runs its own permitting office for unincorporated areas (checked September 18, 2026).

Waller County

Brookshire, Hempstead, Prairie View, Waller, Pattison, and the Waller portion of Katy.

The western distribution corridor runs through here, and a lot of facilities with a Katy mailing address are actually in unincorporated Waller or Harris County. Waller County permits through its Engineering Division (checked September 18, 2026) — which is a different office from the City of Waller.

Liberty County

Liberty, Dayton, Cleveland, Daisetta, Devers, Ames, Hardin, Plum Grove.

Outer-metro, with its own municipal and county offices. Give the address and let the provider confirm.

Austin County

Sealy, Bellville, Wallis, San Felipe, Industry, New Ulm.

This is Austin County, west of Houston — not the city of Austin. Sealy, Bellville and the surrounding county communities use their own municipal or county offices.

San Jacinto County

Coldspring, Shepherd, Point Blank, and the Oakhurst area.

San Jacinto is one of the ten counties in the current federal Houston metro listing. For an address here, use the San Jacinto County Permit Department for county development questions, or the relevant municipality. Lake docks are not commercial loading-dock equipment.

County edges and beyond

Facilities on the county edges, and requests from outside the ten counties, are reviewed case by case by address. The independent provider confirms the actual address and availability; a county boundary does not promise a drive radius.
