Brand names on the nameplate
If you already know the brand, say it. It can help, but you don't need it. Rite-Hite, Kelley, Serco, Blue Giant, Nordock and Pentalift make dock levelers and restraints. Overhead Door, Clopay, Wayne Dalton, Raynor, Cornell and Cookson make commercial doors. These names help you recognize a nameplate. They don't mean any provider is authorized for that brand. Don't walk up to a damaged door, a raised leveler or a stuck restraint to look for a label.

A few terms you'll hear. A call-out or diagnostic fee is what it costs to come look. A starting price is a floor, not a final number. An estimate can change. A quote is the price for a set scope. Ask which one you're getting.

Should the dock or door be repaired or replaced?
There's no single rule. The provider looks at the equipment in front of them. These are the factors that usually decide it:
- Age and parts. Older doors and levelers can be hard to find parts for.
- Repeat failures. The same spring or the same hydraulic problem keeps coming back.
- How much is damaged. One dented panel is different from a door folded by a truck.
- Fire rating. A fire door has to stay a fire door after the repair.
- Safety generation. Older openers may predate today's safety devices.

Before you hire: what to check in Washington
Washington requires contractor registration with the Department of Labor & Industries (L&I) for construction work on doors and docks, and you can check it yourself in a minute. Electrical work has separate licensing rules. The part people miss around Spokane is which office handles permits, and a "Spokane" mailing address doesn't settle that.
Is the company registered in Washington?
Registration means the company has a bond and insurance on file. It is not a test on doors or docks. As of our September 23, 2026 check, the bond is $30,000 for a general contractor and $15,000 for a specialty contractor (RCW 18.27.040). Insurance is $200,000 public liability and $50,000 property damage, or $250,000 combined (L&I).
L&I's registration form lists specialty types that match this work, including "Overhead/Garage doors," "Doors, gates and activating devices," and "Industrial equipment/machines" (L&I form F625-001-000). A general contractor can also do this work. Ask which registration the company holds, then check it on L&I's Verify a Contractor, Tradesperson or Business tool.
Why it matters: L&I puts it plainly: "Hiring a registered contractor doesn't guarantee that problems won't happen, but it may give you protections that aren't available otherwise" (L&I).
Working inside Spokane city limits? The City says, "No person may engage in business in the City or with the City without first having obtained and being the holder of a valid" business registration (City of Spokane). Ask the provider if you want to confirm it.
Who handles the permit for your address?
The City of Spokane says it directly: "When your mailing address includes the name of Spokane as your city, it does not necessarily mean that your property actually lies within the city limits" (City of Spokane). Look up the parcel on Spokane County's SCOUT Property Dashboard. It shows which agency has jurisdiction.

We can't verify a permit fee for your specific door job from a general building-fee schedule. Ask the office for your address and ask whether the provider's quote includes permit costs.
Does fixing a dock door need a permit?
Fixing an existing door is different from replacing a door, adding a new opening, or putting in a new opener. Airway Heights is the one city here that spells out door work. Its page says: "A permit is required for all construction, alterations and repairs to interior or exterior doors (if alteration of framing is required)" (Airway Heights). We didn't find door-specific wording for the other offices. That doesn't mean door work there is exempt. The provider and the office for your address decide. Ask who pulls any permit.
The wiring can need its own permit from a different office
Washington has an electrical specialty called "Door, gate, and similar systems." It covers door-opener wiring and equipment. It does not cover the circuit, disconnect or panel that feeds the opener (WAC 296-46B-920). L&I says, "Electrical work in Washington requires a permit and inspection. However, there are a few exceptions" (L&I). The low-voltage exception we read names home garage doors, not commercial ones (WAC 296-46B-901). Whether any exception applies to your job is for the provider and L&I (or the City of Spokane) to confirm. So ask two questions: who is licensed to do the wiring, and who pulls the electrical permit?
Which codes are in effect?
Washington's 2021 codes have been in effect since March 15, 2024. The 2024 codes are set to take effect May 3, 2027 (State Building Code Council). The City of Spokane lists the 2021 International Building Code, the 2021 International Existing Building Code, the 2021 International Fire Code and the 2023 National Electrical Code (City of Spokane codes). Other cities and the county follow the state codes with their own local steps. For replacement work, ask which code the new door is being built to.
Which workplace safety rules apply at a Washington dock?
Washington runs its own OSHA-approved plan through L&I's Division of Occupational Safety and Health, called DOSH (OSHA). Its dockboard rule says, "Portable dockboards are secured by anchoring them in place or using equipment or devices that prevent the dockboard from moving out of a safe position." It also says, "Positive protective measures, such as wheel chocks or sand shoes, are used to prevent the transport vehicle… from moving while employees are on the dockboard" (WAC 296-24-75006). The federal rule, 29 CFR 1910.26, is the baseline. The provider repairs the equipment. Your safety program decides how the bay is used.

What's different about a job in Spokane Valley?
Spokane Valley is its own city, east of Spokane, with its own permit center. Electrical permits there go to Washington L&I. In the City of Spokane, the City issues them. Two nearby buildings can deal with two different offices.

The City of Spokane Valley lists its industrial areas as the Northeast Industrial Area, "The Park" Spokane Business & Industrial Park, Central Business Park, Montgomery Business Park, Selkirk Industrial Park, Lake Business Park, and the Yardley Business & Industrial Area, which holds the BNSF Spokane Intermodal Facility (City of Spokane Valley). If your building is in one of these, naming the park or the nearest cross street helps the provider find it.
Millwood, a small city between Spokane and Spokane Valley, says it uses Spokane Valley for building permits (Millwood). Liberty Lake and Otis Orchards sit farther east. See the service area page.
