Is it the leveler, or something else at the bay?
A dock leveler is the hinged steel ramp built into the dock that bridges the gap to a trailer bed. It has a deck (the flat plate you drive on) and a lip (the short hinged plate at the front that rests on the trailer). If the leveler is the thing that's stuck, you're on the right page.

What kind of leveler is it?
Levelers come in a few types. They work differently and fail differently. If you know yours, say so. If not, describe how it's normally raised.

If you already know the brand, say it. Rite-Hite, Kelley, Serco, Blue Giant, Nordock and Pentalift make dock levelers. That's for recognition only, not a sign that any provider is authorized for a brand. Don't walk onto or under a leveler to find a label.
The national standard for built-in levelers is ANSI MH30.1-2022 (MHI). A provider works to the maker's guidance and that standard. It isn't something you need to read.
What is the leveler doing?
Levelers usually fail in a few ways: they won't rise, the lip won't come out, or they won't hold level under load. What you see isn't always the cause. The provider inspects it.

Never go under a raised leveler, and don't prop it or ride it up to "see." Leave it for the provider.

Dock plates and dock boards
Portable dock plates and dock boards are loose bridges laid across the gap. They're different from a built-in leveler, and they have their own page. The short version: Washington's dock rule covers both. It says portable dockboards must be "secured by anchoring them in place or using equipment or devices that prevent the dockboard from moving out of a safe position" (WAC 296-24-75006). A bent or cracked plate is usually a stop-use problem, not a wait-and-see one.

Repair the leveler, or replace it?
These factors usually decide it:
- Structure. Cracked decks, broken welds and a bent frame push toward replacement.
- Parts. If the maker is gone or parts are discontinued, repair gets harder.
- Repeat trouble. The same hydraulic failure again and again is a sign.
- Fit. If your forklifts and trailers have changed, the leveler's size or capacity may no longer fit the work.

Planned care for levelers

Washington rules for dock equipment
Washington runs its own workplace safety program through L&I's Division of Occupational Safety and Health, called DOSH (OSHA). Its dock rules include:
- WAC 296-24-75006 (dockboards). Portable dockboards must be secured. "Positive protective measures, such as wheel chocks or sand shoes, are used to prevent the transport vehicle… from moving while employees are on the dockboard." Dockboards put in service on or after October 1, 2020 need run-off protection (WAC 296-24-75006).
- WAC 296-863-40040 (forklifts on dockboards). "Make sure loads do not exceed the dock-board's rated capacity." "Properly secure dock-boards before driving on them" (WAC 296-863-40040).
- Federal baseline. 29 CFR 1910.26 covers capacity, run-off protection, securing, vehicle movement and handholds.
The federal definition of "dockboard" includes dock levelers as well as portable plates (29 CFR 1910.21). The provider repairs the equipment. Your safety program decides how the bay is used.
Registration. L&I's registration form lists an "Industrial equipment/machines" specialty, and general contractors can also do the work (L&I form F625-001-000). Check the company on Verify a Contractor, Tradesperson or Business.
Wiring. Hydraulic and air levelers are wired. In the City of Spokane, electrical permits come from the City. Elsewhere in the area they come from Washington L&I (L&I list). Ask the provider who pulls any permit.

Can a leveler be repaired if the brand isn't made anymore?
Often, yes. Many parts are standard. But some older units need parts that no longer exist. The provider tells you after looking.
Is a leveler repair the same as a dock door repair?
No. The leveler is the ramp in the floor. The dock door is the building door above it. Describe both in one call; the independent company confirms which work it can take.
Should the trailer restraint be checked at the same time?

Do I need a permit to replace a pit leveler?
