Spokane County
Spokane County has 13 cities and towns: Spokane, Spokane Valley, Liberty Lake, Millwood, Airway Heights, Cheney, Medical Lake, Deer Park, Fairfield, Latah, Rockford, Spangle and Waverly (Spokane County). Everything outside those is unincorporated county.

Spokane Valley and Millwood
Spokane Valley is its own city with its own permit center, and electrical permits there go to Washington L&I, not the City of Spokane. The City of Spokane Valley lists industrial areas including the Northeast Industrial Area, "The Park" Spokane Business & Industrial Park and the Yardley Business & Industrial Area, home to the BNSF Spokane Intermodal Facility (City of Spokane Valley). Airway Heights and the West Plains
A West Plains address can fall under the City of Spokane, the City of Airway Heights, or Spokane County. Each handles permits differently. See loading dock and overhead door repair in Airway Heights and the West Plains.
Liberty Lake and the east valley
Liberty Lake is its own city, just east of Spokane Valley. Its Building Services group handles city building permits and plan review. Otis Orchards, Newman Lake and the parts of Greenacres outside city limits are unincorporated, so Spokane County handles building permits. Confirm the parcel on SCOUT. Electrical permits go to Washington L&I.
Cheney and Medical Lake
Cheney runs permits online through its Citizen Connect portal and publishes a fee schedule, though not a door-specific fee (City of Cheney). Medical Lake has its own building department (Medical Lake). Four Lakes is unincorporated. Electrical permits go to Washington L&I.
North county
Deer Park is its own city. Ask the city which office reviews building permits. Mead, Colbert, Chattaroy, Country Homes and Five Mile Prairie are unincorporated, so Spokane County handles building permits. Electrical permits go to Washington L&I.
South county towns
Rockford and Spangle use Spokane County for building permits (Spokane County FAQ). For Fairfield, Latah and Waverly, ask the town or the County. Valleyford is unincorporated. Electrical permits go to Washington L&I.
Stevens County
Stevens County sits north of Spokane County and is part of the same metro area. Its cities and towns are Colville (the county seat), Chewelah, Kettle Falls, Marcus, Northport and Springdale (Stevens County). Other places people name include Loon Lake, Clayton and Valley.

Stevens County is large and rural. The provider tells you on the call whether it can reach your facility and when.
How to check which office handles an address
A "Spokane" mailing address doesn't settle it. The City of Spokane says, "When your mailing address includes the name of Spokane as your city, it does not necessarily mean that your property actually lies within the city limits" (City of Spokane). Look up the parcel on Spokane County's SCOUT Property Dashboard. It shows which agency has jurisdiction. In Stevens County, the county building division can tell you. The provider and the office confirm what the job needs.
Edges of the area
- Pend Oreille County (Newport and nearby) and Lincoln County (Reardan and nearby) are outside this two-county metro. Call and ask. The provider confirms whether it works there.
- Idaho. Post Falls, Coeur d'Alene, Hayden and the rest of Kootenai County are in a separate metro, the Coeur d'Alene, ID metro area (OMB Bulletin 23-01). Idaho has its own rules. Contractors register with the Idaho Contractors Board, and electrical contractors are licensed through the Idaho Electrical Board. Washington registration doesn't carry over. Call and ask. The provider confirms whether it works in Idaho.
