Magna's building permits and inspections are handled by the Greater Salt Lake Municipal Services District — a special district based in Taylorsville. Not Magna's own city hall. Not Salt Lake County's offices.
The MSD provides planning and zoning, building and grading permits and inspections, plan review, addressing and floodplain permits for its member communities: the Town of Brighton, Copperton, Emigration Canyon, the City of Kearns, Magna City, White City, and all unincorporated Salt Lake County (MSD Services and About, checked September 17, 2026).
Magna became a metro township in the 2015 reorganization and later converted to city status, but the MSD stayed on as the service provider. That history is exactly why people call the wrong office: it looks like a city, so they call the city, or they hear "unincorporated" and call the county. Neither one issues the permit.
When this matters: replacing a door, changing an opening, adding an operator circuit, or anything structural around the opening. For a straight repair that puts the existing door back the way it was, ask the provider and the MSD whether a permit applies at all — that answer belongs to the office, not to us.
And the Utah licensing question, same as everywhere in the state. Utah Code § 58-55-305(1)(h) exempts building repair work under $7,000 — labor, materials and change orders included — from the contractor licensing requirement, with conditions; above $3,000 the unlicensed person must have filed an insurance affirmation with the Division of Professional Licensing.
