Confirm the parcel's jurisdiction before you assume the office from the mailing address. Being inside the Utah Inland Port Authority's Northwest Quadrant project area does not change this — the port authority does not issue building permits.
Salt Lake City specifics
Salt Lake City Code 18.20.010 requires a permit to "erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building, structure or premises." No door exemption is written into that text. The city publishes a Window & Door Schedule form "required for window or door permits that do not include a schedule on construction plans," and its permits FAQ states you will need a contractor on any commercial project. Which code book your project is designed to
Utah's State Construction Code adopted the 2021 International Building Code. House Bill 65 (2026 General Session) amends Utah Code § 15A-2-103 to adopt the 2024 International Building Code, effective July 1, 2026, along with other 2024-edition commercial codes.
If your drawings were done before this summer, ask which edition they were designed to and confirm it with the building official. That question is cheap now and expensive at inspection.
Licensing, and why the $7,000 line usually stops mattering here
Utah Code § 58-55-305(1)(h)(i) exempts building repair and improvement work under $7,000 — labor, materials and all change orders — from the contractor licensing requirement. Most true door replacements clear that comfortably, so on this job the licensing question is usually live even when it was not on a small repair.
Check the business at the DOPL lookup under "Verify a License." Utah contractor numbers end in -5501, and the Classifications section is what you read. The classification whose written scope lists "garage doors, doors" is S220 – Carpentry and Flooring Contractor (R156-55a-301, Table 1). DOPL and the company confirm whether it fits your job.
Electrical is its own trade
New operator power, a new circuit, or changed building wiring is electrical work. A B100 General Building Contractor licence excludes it; E200 is the electrical classification. Electrical work stays with a licensed electrical contractor even under the small-job exemption. Ask who is doing that portion and whether it is in the quote.
