Dock-high or grade-level? Say which one
A Mesa facility can have both dock-high and grade-level loading. Tell the provider which kind of opening is affected.
For a documented local example, the developer of Elliot Gateway, in the Elliot Road Technology Corridor, lists both dock-high and grade-level loading. Falcon Field, Gateway and the Riverview area are useful location descriptions, but a district name does not tell anyone which mechanism is on your opening.
At a site with both opening types, “grade-level drive-in on the north side” and “bay 9 on the dock” identify different places. The door mechanism and any separate dock equipment still need to be described; neither phrase alone identifies a failed part.

Mesa’s January 2026 code change: check the submission date
For a planned replacement, check the application date and the scope with Mesa Development Services. Old drawings are not automatically eligible for an earlier code edition.
Mesa adopted the 2024 International Code Council family of codes and the 2023 National Electrical Code, effective January 8, 2026. They apply to permit applications submitted on or after that date. Mesa’s notice allowed certain commercial projects designed to the 2018 codes to request a fee-waived code modification for up to 90 days after January 8, 2026. That window has passed. For drawings not submitted during it, ask Mesa which current review or modification process applies.
Mesa is not Phoenix and is not the county. Phoenix has been on the 2024 Phoenix Building Construction Code since August 1, 2025, with its own SHAPE PHX portal. Unincorporated Maricopa County is still on the 2018 I-Codes adopted August 17, 2022. The base code may match another city’s, but local amendments and the permit process still need checking.
Ask Mesa Development Services three things: whether your scope needs a permit, which edition your project will be reviewed under, and whether any transition provision applies to drawings you already have.
Check the company’s commercial or dual license in the ROC lookup and ask which classification covers this door or dock work. New or altered operator wiring raises a separate C-11 or CR-11 scope question. The casual-or-minor-work exemption applies only below $1,000 and has conditions, including no permit requirement and no larger or divided project.

Not in scope. Residential garage doors, boat docks, truck and trailer cargo doors, pedestrian storefront and hollow-metal walk-through doors with their locks and closers, parts-only orders, structural concrete and slab work, racking and conveyors, dock lifts and yard ramps, and gates. Purpose-built aircraft hangar door systems are specialised equipment — identify that specialized system when asking an appropriate provider about scope.

For a building with dock-high and grade-level openings, ask whether the quote identifies the correct door, track arrangement and access. Mesa, if the parcel is inside the city — Mesa runs its own development services department with its own adopted codes, currently the 2024 I-Codes effective January 8, 2026. Unincorporated county parcels go to Maricopa County, which is on a different edition. Confirm the parcel, not the mailing address.
Do you cover hangar and shop doors as well as dock doors?
Sectional and rolling doors on workshops, service bays and industrial buildings, yes — that is the same mechanism as a dock door. Purpose-built aircraft hangar door systems are a different class of equipment. Identify a specialized hangar assembly rather than assuming ordinary sectional-door work covers it.
