Maricopa County

Phoenix and the central/east Valley

Call about facilities in Phoenix, Mesa, Chandler, Tempe, Scottsdale, Gilbert, Guadalupe and Paradise Valley. Identify the actual city and parcel for permitting; the equipment selector below applies whether the opening is a dock bay, workshop or commercial garage.

West and northwest Valley

Glendale, Peoria, Surprise, Goodyear, Buckeye, Avondale, Tolleson, El Mirage, Litchfield Park and Youngtown are included in the request-area organization. On a multi-bay site, name the dock line, bay and entrance as well as the street address. The Goodyear and Tolleson pages provide their own local permit and facility context.

North, northeast and county-edge communities

For Fountain Hills, Cave Creek, Carefree, Anthem, New River, Rio Verde, Wickenburg and Morristown, give the facility address rather than inferring jurisdiction or travel charges from the community name. Wickenburg includes land in both Maricopa and Yavapai counties; start with the town for a parcel inside its boundary.

Southwest and other named communities

Gila Bend, Laveen, Waddell, Tonopah, Arlington, Sun City, Sun City West and Sun Lakes, and other unincorporated Maricopa County locations, also have an owner here. A community or postal name is not necessarily an incorporated permit jurisdiction. Komatke is on Gila River Indian Community land: start with the Community Development Services building-permit office, not an assumed county office.

Queen Creek spans Maricopa and Pinal counties. A parcel inside the town starts with its municipal building process; the county line does not turn an incorporated parcel into a county-permit job.

Sun City and Sun City West are communities rather than incorporated cities, which matters when you go looking for a permit office — that is the county, not a city hall.

Who issues the permit, by where the facility sits

Use the parcel boundary to choose the building-permit office. Ask that office whether the proposed repair, replacement or operator change needs a permit.

The specifically dated entries were checked on the issuing authorities’ pages on September 18, 2026. The cities may use the same base edition but different amendments, effective dates and submission processes.

Confirm the parcel, not the mailing address. Unincorporated county islands sit inside city postal footprints across this valley. A Phoenix mailing address does not prove a Phoenix parcel, and the permit office changes with the parcel.

Pinal County

Casa Grande, Maricopa, Eloy, Coolidge and Florence

These Pinal County communities remain in the request area. Give the facility’s city, address and the affected opening; a city name does not establish that Pinal County handles its building permit. For a parcel inside the City of Maricopa, start with that city—not Maricopa County.

Apache Junction, Queen Creek and San Tan Valley

Apache Junction and Queen Creek cross the Maricopa–Pinal county boundary. Use the municipal building process for a parcel inside either municipality, and confirm any special-jurisdiction or delegated service arrangement.

San Tan Valley incorporated on September 17, 2025. Its published building-safety service notice provides for Pinal County plan review, permits and inspections from July 1 through December 31, 2026, with a planned town transition afterward. Confirm the current pathway before submitting, particularly as that scheduled transition approaches.

Other Pinal communities and county facilities

Call about commercial facilities in Superior, Arizona City, Red Rock, Picacho, Queen Valley, Oracle, Kearny and Mammoth, and other unincorporated Pinal County locations. For county-jurisdiction work, Pinal County Building Safety lists the 2018 I-Codes and 2017 NEC and handles unincorporated areas and contracted municipalities. Ask which office handles the particular parcel rather than assuming every place in this list uses the county.

Pinal is the second county in the Phoenix-Mesa-Chandler metropolitan area. Its county building office is separate from Maricopa County’s; incorporated cities and tribal jurisdictions can have their own processes.

Maricopa city and Maricopa County are not the same place. The city is in Pinal County and has its own building process.

For a Pinal manufacturing or distribution facility, say whether the affected opening is a dock-high bay, a grade-level door or an interior opening. The city or highway corridor alone does not identify the mechanism.
