Maybe. It depends on the town, city or village, and on what changes. A same-size swap is often treated differently from a job that changes the opening, header, structure, wiring or fire rating. Permits come from the local government where the building sits, not from Nassau or Suffolk County (NYS DOS).

Wind rating for a new door
An exterior commercial replacement door needs a rating suited to the opening and the code requirements for that job (2025 NYS Existing Building Code). Ask the building office or design professional for the opening's design wind pressure, and ask the provider for the new door's tested wind rating. New York's 2025 Uniform Code took effect December 31, 2025, outside New York City (NYSED). If your project was designed under the old code, ask how that affects it.
Operators, wiring and safety devices
A new operator (the motor) means electrical work and safety devices. UL 325 is the product safety standard for door operators and their entrapment protection (UL 325 guide).
- Suffolk: the county licenses master electricians, except in towns or villages with their own law (Suffolk Code Ch. 563).
- Nassau: the towns license electricians — Hempstead (Ch. 84), North Hempstead (§2-63) and Oyster Bay (§107-16.1). In North Hempstead, new electrical work can't be used until a town-certified inspection agency issues a certificate of compliance.
