Replacing a door, or fitting a new one?
There are four different jobs hiding behind "we need a new door," and each has a different permit answer and a different lead time. A like-for-like replacement in the same opening. A replacement that changes the size of the opening. A door for a new building or a tenant fit-out. And a change of type — a sectional door replaced with a rolling steel one, or a manual door made powered. Know which one you are asking for, because the first question a provider and a permit office will ask is which one it is.

The three conditions in the door-replacement exemption
Clark County's Building Administrative Code § 22.02.190(V) exempts a door replacement from a permit only when three things are true: "(1) The replacement door is of the same size and type. (2) The replacement door does not require any modification to existing wall framing. (3) The existing door is not a component of a fire-resistive rated construction element." (Clark County Building Administrative Code). The City of Las Vegas Administrative Code § 301.4.1(28) carries the same three conditions (City of Las Vegas Administrative Code, 2019).

Two things that exemption language does not do. It names no overhead, roll-up, sectional or coiling door anywhere. And it names no opener or operator. So it does not clear your bay door by itself. It gives you the three questions, and the provider and the issuing office confirm what applies to your job.
Boulder City is different
Boulder City's exempt-work list limits that door exemption to "R-3 residences, R-2 dwelling units, and R-1 sleeping rooms" (Boulder City, work exempt from building permits). That published exemption does not cover a commercial bay-door replacement. Whose permit is it?
On an installation job, filing in the wrong jurisdiction is an expensive mistake, and a Las Vegas mailing address is often unincorporated Clark County rather than the City of Las Vegas. Clark County states that "Many of the most well-known places in Southern Nevada are in the unincorporated County, including the Las Vegas Strip, the Las Vegas Convention Center, and the University of Nevada, Las Vegas" (Clark County FAQ).

What the permit costs
The permit price depends on the jurisdiction and the work submitted. Clark County labels its calculator results as estimates; the County assesses the actual project fees (Clark County fees). The City of Las Vegas fee document includes building and other permit fee tables with their own dates; its building-user-fee section is effective July 1, 2021. Ask the issuing office for the current fees on your door and electrical scope. Do not treat a general construction fee as your door price, and ask the provider whether the permit fee is inside or outside its quote.
Wind rating and fire rating decide what can be fitted
A replacement commercial door has to meet the wind-design criteria for its opening. Clark County's adopted IBC § 1609.1.1 refers wind-load determination to ASCE 7 and site conditions. Ask your jurisdiction or the door manufacturer for the applicable design criteria before you specify a door; one metro-wide wind-speed number does not describe every opening. If the door is in a rated wall, the replacement has to be a listed assembly with the rating required for that opening, and the cited non-rated door-replacement exemption does not apply — see rolling fire door repair, inspection and drop testing for what follows a fire-door installation. Clark County adopted the 2024 building codes effective January 11, 2026; the City of Las Vegas adopted its 2024 codes effective January 5, 2026; Henderson applies its 2024 amendments to submittals on or after January 2, 2026; Mesquite requires its 2024 codes for new submittals from January 1, 2026. For North Las Vegas, check the city's current adopted codes and ask which edition and current submittal dates apply. Ask each issuing office which set governs your submittal.
The license limit that can invalidate your contract
This matters more on an installation contract than anywhere else, because installations are where the dollar figures get big. The Nevada State Contractors Board says: "Before signing a contract, make sure the contractor is licensed in the correct classification and within the appropriate monetary limit." And: "Contracts written in excess of the established limit are invalid." (NSCB, working with contractors). Ask for the pocket card, which states the classification, license number and monetary limit, and check it on the license search.
Overhead-door installation in Nevada is covered by classification C-3d, "Overhead Doors": "The fabrication, erection and installation of guides, counterweights, tracks, weather stripping, automatic and manual controls, and all other apparatuses and equipment appurtenant to the efficient installation and operation of overhead doors" (NAC 624.210). A new operator circuit brings C-2 electrical scope into the job (NAC 624.200). For contractor-issued County permits, Clark County requires an active Nevada contractor license and an applicable active contractor business license (Clark County licensing requirements; Multi-J search). Which class covers a given job is for the provider and the Board to confirm. Boulder City has its own contractor business-license requirement; it does not participate in the Las Vegas Valley Multi-Jurisdictional license.
What actually decides lead time
No lead time is promised here, because it depends on the door. What is worth knowing is what moves it, so you can ask the right question and get it in writing.

Questions facility managers ask
Does replacing a commercial bay door need a permit in Las Vegas? Clark County and the City of Las Vegas publish a door-replacement exemption conditioned on the same size and type, no framing changes and no rated construction element. Ask the jurisdiction to confirm it covers your bay door and any operator work. Boulder City's published replacement exemption is limited to the listed residential occupancies, so ask its Building and Safety Division about a commercial replacement.
Can we put a rolling steel door where a sectional was? Often, yes, if the opening and the headroom suit it. It is a change of type, so it does not meet the first exemption condition, and the jurisdiction should be asked what review applies. The provider will also check the header, the side room and the power.
How long does a commercial door take to get? It depends on whether the door is stocked or built to order, and on the rating, size and operator. Ask the provider for the lead time in writing and ask what would change it.
Who pulls the permit, us or the contractor? Agree who pulls the permit before you approve the job. For contractor-issued County permits, Clark County checks the state contractor license and applicable contractor business license. Ask whether the fee is in the quote, and get the permit number when it is issued.
Repair first, or buy a replacement?
Ask for both options when the existing door can be restored with suitable parts and still meets the opening's duty and rating requirements. Replacement becomes the buying question when the opening or use changes, damage is extensive, or the provider cannot support a suitable repair. Get the proposed scope and downtime for each option before authorizing it.
