Which safety and local checks matter around a dock leveler

These federal rules address dock-edge and loading hazards. Your facility's safety lead and qualified provider should check the applicable requirements and the conditions at the affected position.

Fall protection at the dock edge. OSHA requires protection for employees on a walking-working surface with an unprotected side or edge 4 feet or more above a lower level (29 CFR 1910.28(b)(1)(i)). There is a loading-dock exception at (b)(1)(iii), but it is narrow: the employer must demonstrate that fall protection is not feasible on the working side, the operation must be in progress, access must be limited to authorized employees, and those employees must be trained under § 1910.30. It is not a blanket exemption for docks.

Dockboards specifically. The same rule at (b)(4) requires that each employee on a dockboard be protected from falling 4 feet or more by a guardrail system or handrails, and its exception requires all three of: use solely for materials-handling with motorized equipment, no fall hazard greater than 10 feet, and training under § 1910.30.

Dangerous equipment below. Under (b)(6), exposure to dangerous equipment triggers protection even below 4 feet unless the equipment is covered or guarded.

Trailers at the dock. 29 CFR 1910.178 addresses brakes and wheel blocks during loading and unloading at (k)(1) and (m)(7), notes that fixed jacks may be necessary where a semitrailer is not coupled to a tractor, and requires at (n)(11) that dockboards be properly secured before being driven over and that rated capacity never be exceeded. Note that the wheel-stop provisions at (k)(2) and (k)(4) are railroad-car provisions, not trailer provisions — they are frequently misquoted.
