Is it an installed leveler, or a portable plate you can pick up?

A pit or edge-of-dock leveler is installed in or on the dock. A portable dock plate or dock board is a separate bridging device moved using the handling method its manufacturer specifies, and the rules around it are different. That distinction is the most useful thing on this page.

Federal rules treat portable dockboards as their own category. 29 CFR 1910.26 requires that dockboards be capable of supporting the maximum intended load; that dockboards first put into service on or after January 17, 2017 be designed, constructed and maintained to prevent transfer vehicles from running off the edge, unless the employer demonstrates no such hazard exists; that portable dockboards be secured against unsafe movement, with a limited provision for sufficient contact where securing is infeasible; that measures such as wheel chocks or sand shoes prevent the transport vehicle from moving while employees are on the dockboard; and that portable dockboards have handholds or other means to permit safe handling. 29 CFR 1910.178(n)(11) addresses dockboards and bridge plates: they must be properly secured before being driven over, crossed carefully and slowly, and that their rated capacity must never be exceeded.

Fall protection applies too. Under 29 CFR 1910.28(b)(4), each employee on a dockboard must be protected from falling 4 feet or more by a guardrail system or handrails — and the exception is narrow. It requires all three of: the dockboard used solely for materials-handling with motorized equipment, no fall hazard greater than 10 feet, and employees trained under § 1910.30.

ANSI's catalog lists MH30.1-2022 for dock leveling devices and MH30.2-2022 for portable dock leveling devices — the family that includes plates and boards.

The name does not tell you the rating

Manufacturers use "dock plate" and "dock board" inconsistently, and it causes real problems. Bluff Manufacturing's aluminum dock plates are described for manual handling equipment within their rated capacity — not for forklift or motorized traffic. Copperloy uses "dock plate" for both light aluminum products and steel products intended for fork-truck use. Vestil publishes several distinct plate and board families with different curb and construction arrangements.

So: a device's name, its size, and what it looks like next to the one on the bay beside it do not establish what it is rated for. The label and the manual do.

If a portable plate or board is damaged

Never assume a damaged portable device can be welded, straightened, returned to service, or driven over. A bent, cracked or curled plate, a board with damaged legs or curbs, or a unit with missing or damaged handholds comes out of use.

Tag it out of service through your facility's normal process and arrange a qualified assessment. Do not have anyone lift, drag or reposition a damaged plate to inspect it — these devices can be heavy and awkward, and their handling method depends on the model. Whether it can be restored depends on the model, the damage, the original rating and what the manufacturer supports. That is a decision for the provider and the manufacturer, not for the bay.

Seals and shelters

A dock seal uses compressible pads that the trailer presses into. Its fit depends on the trailer dimensions and the opening. A dock shelter uses curtains around the opening and can accommodate a wider range of trailer heights and widths. Sealing performance depends on the design and fit; the name alone does not decide it.

Which one suits a position depends on the trailer mix, how tight the seal needs to be, and how much contact the equipment takes. A facility running mixed van and refrigerated trailers has a different answer than one running a single dedicated fleet.

Repair the pads, or replace the unit? That depends on what has actually failed. Pads and curtains are commonly replaceable on their own. Frames, head assemblies and mounting hardware push the job toward replacement.

The point most people miss: repeat seal damage needs a cause check. Trailer-height mismatch, worn bumpers or an angled approach can contribute to damage. Ask the provider to check the fit and contact pattern before replacing the torn material.

Bumpers, and why they matter to everything else

Dock bumpers absorb the impact of a trailer backing into the dock. When they wear down or disappear, the dock and building lose that protection.

They come in laminated rubber, molded rubber and steel-faced varieties, in different thicknesses and projections. Which is right depends on trailer traffic, trailer bed height relative to the dock, and how much the position is used.

What to look at without touching anything: how much bumper is left compared with a newer position, whether any are cracked through or separating, whether any are missing entirely, and whether there are fresh contact marks on the concrete or the door track above them. Ask the provider to check bumper projection and surrounding contact damage together.

The rest of the position

Dock lights. Arm-mounted lamps that swing out over the trailer. What fails: the arm joints, the head, the fitting, and the switch. Fixture condition, mounting and any electrical work determine the scope.

Wheel chocks. Chocks belong to the securing conversation rather than the equipment conversation. They are covered alongside restraints on trailer and vehicle restraint repair.

Strip curtains. Plastic strip curtains in an interior opening are generally a supply item rather than a service call. Mention them if they are part of a larger dock job.

Dock lifts, including scissor-type loading platforms. Real equipment on some docks, and a genuine service need. Say so on the call and the request gets described accurately; the provider confirms whether it handles that equipment.

Which rules and local checks matter here

The federal dockboard provisions above are the ones that come up most, and they are worth knowing because they are so often quoted loosely. Two accuracy notes: the wheel-stop provisions at 1910.178(k)(2) and (k)(4) are railroad-car provisions and do not apply to trailers, and the 4-foot dockboard guardrail exception at 1910.28(b)(4)(ii) needs all three of its conditions, not one.

For a local permit check, describe the actual work: accessory replacement, changes to mounting or the dock face, and any wiring or circuit work. Is a dock plate the same thing as a dock leveler?

A portable dock plate or board is different from an installed pit or edge-of-dock leveler. The portable device bridges a gap and has its own rating, securing features and approved handling method. Tell the provider whether it is portable or installed; do not move it just to identify it.

Our dock plate is bent. Can it be repaired?

Take it out of service first, through your facility's normal process. Whether it can be restored depends on the model, the damage and what the original manufacturer supports — welding or straightening must not be assumed to restore the rating. Do not put a damaged plate back under a forklift on a judgment call.

Do worn bumpers really matter if the door still works?

Yes. Bumpers help protect the dock and building against trailer impact. Worn or missing bumpers need assessment even when the door still works; there is no reliable timetable for when other damage will show up.
