Who issues the permit for your address?
The property’s jurisdiction and proposed work determine the permit route. Baltimore City and Baltimore County have separate offices, and a Baltimore mailing address does not identify which applies. Baltimore County and Howard County have no incorporated municipalities, so Dundalk, Towson, Columbia and Elkridge use their respective county process.

A listed municipal authority is not the same as "issues every permit." Aberdeen takes the application and Harford County performs the inspections. Westminster does not issue building permits at all — it sends applicants to the county office. Confirm with the actual office before anyone orders a door. These are permit charges, not the company’s repair or replacement price. A door scope still needs the correct fee category.

Baltimore City
An independent city, not part of Baltimore County, with its own permit office and its own fire code framework. The industrial side runs through the port neighborhoods and the eastern and southern corridors — Canton, Fairfield, Curtis Bay, Hawkins Point, Locust Point, Holabird and the Carroll-Camden area. Facilities here range from port-adjacent terminal buildings to older multi-tenant industrial stock with rolling steel doors and raised docks. For City addresses in Brooklyn, along Pulaski Highway or at Port Covington, give the street address rather than relying on the neighborhood name.
Two City-specific points worth knowing. If a building sits in a historic district, the Commission for Historical and Architectural Preservation has a role before a permit can issue. And on fire code, the state chapter largely does not apply inside the City — the detail is on rolling fire door repair.
Baltimore County
No incorporated municipalities, so the county permit office covers every address. The industrial geography spreads across the eastern and northern sides.

Dundalk is a separate place from Sparrows Point, and it is worth keeping them distinct on the call. Dundalk covers a large commercial and industrial area along the waterfront and the Broening Highway corridor, including Maryland Port Administration terminal property. If a building is inside an MPA terminal, access is part of the job — the MPA credentials and visitor-access requirements belongs on the first call. One distinction that matters here more than elsewhere: requests here concern building-mounted doors and dock equipment, not the cargo doors on trucks and trailers.

Essex and Middle River run along the eastern waterfront with a mix of light industrial, marine-adjacent commercial and service premises. Because of the waterfront, it is worth saying plainly: this is building-mounted equipment, not boat docks.
White Marsh and Rosedale sit on the I-95 corridor northeast of the city, with distribution and light industrial buildings and a lot of raised-dock stock.
Requests for Perry Hall, Timonium, Sparks and Lansdowne use the same Baltimore County office lookup. Give the street address and equipment type so the company can confirm the actual service scope.
Towson is the county seat and largely commercial rather than warehouse — office, retail and institutional buildings with service bays, loading areas and rolling grilles rather than rows of dock positions.
Cockeysville and Hunt Valley form the I-83 corridor business-park area to the north. Give the actual street address rather than the business-park name, because park addresses and mailing cities do not always match.
Catonsville, Arbutus, Halethorpe, Woodlawn, Owings Mills and Reisterstown cover the western and northwestern commercial areas. Scope reminder for this side of the county: commercial bays and docks, not residential garages.
Anne Arundel County
County process through the Office of Inspections and Permits, with Annapolis running its own authority. This is the BWI corridor county, and the industrial density sits along the airport and Route 100 corridors.

Hanover holds a dense cluster of business parks near BWI. One caution worth repeating on the call: the Hanover mailing area does not sit entirely inside one county, so give the street address rather than assuming Anne Arundel process applies. Linthicum and Linthicum Heights, Harmans, Millersville, Odenton and Annapolis Junction carry further business-park and light-industrial premises around the airport and the Fort Meade corridor.
For facilities in Crofton, Gambrills and Marley Neck, give the address and the proposed repair or replacement scope. At Fort Meade, identify the property and its facility approval and access requirements; do not assume the surrounding county process settles work on a federal installation.
Annapolis is an incorporated city with its own building authority, so a property inside the city limits should not be routed to the county automatically. And with a working harbor here too: commercial building doors, not boat docks.
Curtis Bay and Brooklyn Park are near the Baltimore City line on this side. Use the actual parcel to distinguish City and Anne Arundel permit routing.
Howard County
No incorporated municipalities; the Department of Inspections, Licenses and Permits covers every address. Howard’s adopted-code page lists the 2024 International Building Code and the 2023 National Electrical Code with county amendments.
Jessup has its own page — the food-distribution and cooled-receiving corridor, and the county line that runs through the community.
Columbia is a large planned community with substantial commercial and business-park development, including the Columbia Gateway area. There is no Columbia city building department — permits go through Howard County DILP.
Elkridge sits on the Route 1 and I-95 corridor with a long-standing mix of warehouse, trucking and light-industrial premises. Give the street address for routing.
Savage and North Laurel carry further Route 1 corridor premises. Development announced for the area is not the same as operating facilities — tell us what is actually at your address.
Ellicott City and Dorsey cover the remaining commercial areas.
Harford County
County process through the Department of Inspections, Licenses and Permits, with three incorporated municipalities running their own authority.
Aberdeen has its own page — and the clearest split in the metro, where the City takes the application and the County performs the inspections.
Perryman and Belcamp hold large distribution and industrial premises along the I-95 corridor; both are county-jurisdiction addresses outside the municipalities.
Bel Air is the county seat and an incorporated town with its own listed building authority. Being a county seat says nothing about industrial density — what matters is the actual property and equipment.
Havre de Grace is an incorporated city running its own permit office at the top of the bay. Another place where the word "dock" can mean two things: we cover building-mounted commercial doors and loading-dock equipment.
Edgewood, Joppa, Joppatowne and Abingdon cover the southern Harford commercial corridor.
Note on the edge of the metro: Cecil County — Elkton, North East, Perryville — is part of the Philadelphia metro area rather than Baltimore's, and Uptime covers it from a different hub. Commercial real-estate reports often bundle "Harford and Cecil" as one industrial submarket; the federal delineation does not.
Carroll County
County permits run through the Division of Permits and Inspections under Public Works. Eight incorporated municipalities can add a town-level approval step — but Westminster, the county seat, does not issue building permits and directs applicants to the county office. Ask the office which current code edition, fee schedule and municipal approvals apply to the proposed scope before you budget.
For facilities in Eldersburg, Hampstead, Sykesville, Mount Airy, Taneytown and Finksburg, give the actual street address and municipality, if any. That identifies the office and any town approval step for the proposed work.
Queen Anne's County
Queen Anne's is inside the Baltimore metro under the federal delineation and sits across the Chesapeake Bay Bridge. Give the facility address and access constraints when discussing the job; the independent company confirms availability and timing.
