The county, and why it's the whole county
Under the current federal delineation, the Stockton–Lodi metropolitan area is San Joaquin County and nothing else (U.S. Census Bureau delineation reference). One county, eight cities, and a long list of communities in between.
We use Stockton and Tracy as the working name for this market. It is a business market name, not a federal one.
The practical point for you: the postal address on your mail does not decide who regulates work at your building. The parcel does. A Lodi mailing address can sit outside Lodi city limits. A Tracy address can be a county parcel. Before anybody files a permit, confirm the jurisdiction.

For a Vernalis address, confirm the county. The County's General Plan, Vernalis community section places portions of the community on the San Joaquin–Stanislaus county line. Use the facility parcel to choose the permitting office.
Ripon
Ripon runs its own Building Safety, Inspections and Permits office for work inside city limits, with its own OpenGov permit portal. For a facility inside Ripon city limits, start with Ripon rather than Stockton or the county.
The City also requires contractors working in Ripon to hold a City-registered business license; that does not replace the state contractor license.

Escalon
Escalon has its own Building Permits process, with the City's building application forms submitted through its office (City of Escalon Building Permits).
Eastern-county commercial shops, receiving bays and agricultural processing all sit in scope here. The first question is the same one that matters everywhere in this county: is the site inside the city limits, or is it a county parcel?
Mountain House
Worth getting right, because a lot of material has not caught up. Mountain House incorporated on July 1, 2024 and is San Joaquin County's eighth city. It is not an unincorporated community, and the county does not have seven cities.
It runs its own Building Division, which reviews and inspects construction plans against the California Building Code and City standards, and takes digital submissions through a GreenVue Permit Portal. Contact is 251 E. Main Street, (209) 831-5037 (City of Mountain House Building Division).
For a commercial opening in Mountain House, start with the City, not the county.
French Camp
A county community just south of Stockton, on the county's own advisory-council map (San Joaquin County, French Camp MAC).
One genuinely useful local fact: Union Pacific's intermodal terminal is branded "Lathrop" but sits at 1000 E. Roth Road, French Camp (Union Pacific intermodal facility listing). If you are giving a driver or a service company an address around there, the city on the sign and the city on the paperwork may not match.
County parcels here take San Joaquin County permits, not City of Stockton.
Linden, Lockeford, Thornton and the eastern and northern county
Linden and Lockeford are county communities east and north-east of Stockton, each with its own county municipal advisory council (Linden, Lockeford). Thornton, up in the north of the county, is expressly described by the county as an unincorporated area (Thornton MAC).
Smaller commercial openings — packing houses, shops, receiving bays — are still squarely in equipment scope. Permits go through the County Building Division at (209) 468-2098, and the county's own parcel lookup settles the jurisdiction question.
