A dock plate is not the same thing as your dock leveler
This page exists because one word gets used for two very different pieces of equipment, and the difference decides what happens next.
A dock leveler is installed in the building. Hinged into a pit, or bolted to the dock face. It stays there.
A portable dock plate or dock board — sometimes called a bridge plate — is moved into position. Depending on its design, it is handled manually or by lifting equipment. It can be moved, stored, dropped, and used at the wrong bay.

Plenty of people say "dock plate" for the thing in the pit. It is one of the most common mix-ups in this trade. If that is your habit, just say what it looks like and whether it is removable. That settles it in one sentence.
One more distinction that matters more than it looks: dock boards are generally the heavier, higher-capacity units intended for fork-truck use, while dock plates are generally lighter and intended for hand trucks and pallet jacks. Both are made in steel and aluminum, so you cannot tell forklift suitability from the material or from how heavy it feels (Bluff Manufacturing dock boards and plates, Copperloy board-versus-plate guidance). The model and its rating decide it.
What California actually requires of a dock plate
California has a regulation dedicated to dock plates and loading ramps. It addresses strength, secure positioning, contact at both ends and safe handling.
8 CCR §3337, Dock Plates and Loading Ramps:
(a) Every dock plate and loading ramp shall be constructed and maintained with strength sufficient to support the load carried thereon.
(b) Dock plates or loading ramps shall be secured in position when spanning the space between the dock or unloading area and the vehicle. The dock plate or loading ramp, together with its securing devices, where used over spans of different lengths, shall be of such construction as will readily obtain rigid security over such spans.
(c) The dock plates or loading ramps shall be so constructed and maintained that when they are secured in position the end edges of the plate or loading ramp shall be in substantial contact with the dock or loading area and with the vehicle bed in such a manner as to prevent rocking, or sliding.
(d) Adequate and safe means shall be provided for moving dock plates and loading ramps.

When a forklift crosses the board, another section also matters: §3650 is "Industrial Trucks — General." It addresses supporting the loaded truck and securing trailers during loading; §3337 contains the plate-specific provisions (8 CCR §3650).

Both sections require safe handling. The federal rule names handholds as one way to provide it; California's section does not prescribe that particular design.
The equipment standard for this category is ANSI MH30.2-2022, Performance and Testing of Portable Dock Leveling Devices (ANSI catalog listing). Ask the assessor which manufacturer instructions and standard edition apply to the actual device.
The employer's safety process decides how the device is isolated and assessed.
When a plate should not go back into service
This is the core of the page, so here it is plainly.
A bent, cracked or previously repaired portable plate does not go back under a forklift on the strength of how it looks. Not after a straighten. Not after a weld. Not because it seems fine.
The reason is the load path. A portable plate is a structural member carrying a loaded truck across a gap, and damage changes how it carries that load in ways you cannot see from above. California's rule requires strength sufficient for the load carried and construction that maintains substantial contact and prevents rocking or sliding — conditions a damaged plate may not meet even when it sits flat.
Nobody at your facility should approach, lift, flip, reposition or test a damaged plate. Not to inspect it, not to photograph it, not to check a label. Take it out of service, keep it out of service, and have it assessed.
We are not going to tell you a weld will restore it. That determination belongs to a qualified assessor working from the actual model, its rating and the manufacturer's options — and sometimes the honest answer is that no approved repair exists. California's defective-equipment rule is direct: machinery and equipment with defective parts which create a hazard shall not be used (8 CCR §3328).
What is wrong with the plate?
Report the damage or movement you already noticed; the symptom does not establish a repair. The assessor needs the model, rating and condition before deciding whether the device can return to service.

Helpful if you already have it: whether it is a plate or a board, steel or aluminum, roughly what size, the capacity marking if it is already visible and safe to read, and what actually crosses it — pallet jacks, or loaded forklifts. You can call without any of it, and nobody should handle a damaged plate to find out.

What affects the price
We can't quote a plate from a web page. The price depends on the device, its rating, its condition, and whether an approved repair exists. Here's what to ask before you authorize work.
What moves the number:
- Size and capacity. A 60-inch board rated for a loaded forklift is not a light pallet-jack plate.
- Material and construction.
- Whether the existing unit is assessed, repaired or replaced.
- Whether the manufacturer offers approved parts or repair options for that model.
- Handling and delivery. These are heavy items.
- How many you have, since assessing a set in one visit usually costs less per unit than one at a time.
Ask before you authorize: whether an approved repair actually exists for this model; what rating the device will carry afterwards; and what documentation you receive. If nobody can tell you what it will be rated for after the work, that is your answer.
Repair it, or replace it?
For portable plates and boards, replacement is frequently the realistic outcome — and the reason is the load path, not the sales opportunity. Damage to a structural bridging member is hard to restore to a known rating, and on many models there is no approved repair to perform.
The question that keeps it honest: "Is there an approved repair for this specific model, and what will it be rated for afterwards?" A provider who cannot answer both halves is guessing.
California rules that affect dock plate work
The plate-specific workplace rule is quoted in full above — 8 CCR §3337 — with §3328 addressing defective equipment. The facility safety lead confirms the rules that apply to the actual operation.
Licensing. CSLB D-21, Machinery and Pumps specifically covers dock levelers and other material-handling equipment. Its published scope covers a contractor who installs, removes, modifies or repairs "Pumps; conveyors; cranes; dock levelers; various hoisting and material handling equipment and meters," and excludes construction of buildings or roof structures for that equipment (CSLB D-21). Ask which classification applies to the proposed work on your device. Check the company that will contract and perform the work at the CSLB license lookup.

Is our dock plate the same thing as the leveler in the pit?
No. A leveler is installed at the dock and stays there. A portable dock plate or board is moved into position by hand or handling equipment, depending on its design. Both get called "dock plate" in everyday use, which is exactly why service calls go sideways. Describe whether it is removable and the confusion disappears.
Our plate is bent. Can it be welded and put back?
Do not assume so, and do not let anyone weld it on the strength of how it looks. Whether an approved repair exists depends on the specific model, its rating and the manufacturer's options, and for some devices there simply is not one. The question to ask is what the device will be rated for afterwards, and who is standing behind that rating.
What capacity should our dock board be?
That depends on what crosses it — the weight of the truck plus its load, the type of truck, and how the device is used. It is not a guess, and "it looks heavy" is not a capacity check. If the rating label is missing or unreadable, treat the device's suitability as unestablished until someone can trace the model.
Does California require handholds on a dock plate?
Section 3337(d) requires adequate, safe means of moving dock plates and ramps; it does not specify handholds. Federal 1910.26(e) names handholds or other means for safe handling. The actual device needs a safe handling method under the applicable rule.
