These are facility locations—not restrictions on where the caller is based. The area below follows the Richmond, VA metropolitan statistical area as delineated by OMB in July 2023 — 13 counties and four independent cities. That's a geographic reference for where facilities are, not a promise about drive time.
Counties, cities and communities
City of Richmond — an independent city that sits in no county. Scott's Addition, Fulton and Fulton Hill, Manchester and South Richmond, Bellemeade, and the Deepwater Terminal corridor along the James. Permits go to the City of Richmond Permits and Inspections.
Henrico County — wraps around the city on three sides, and has no incorporated towns, so the county is the building authority throughout. Sandston, Glen Allen, Highland Springs, Lakeside, Tuckahoe, Short Pump, Innsbrook, Montrose, Dumbarton, Chamberlayne, East Highland Park, Laurel, Varina, White Oak, and the Richmond International Airport freight area. Permits go to Henrico Building Construction and Inspections.
Chesterfield County — south of the river, also with no incorporated towns. Chester, Midlothian, Bon Air, Ettrick, Matoaca, Enon, Bellwood, Bensley, Meadowbrook, Chesterfield Court House, and the Route 10 and I-95 industrial corridor. Permits go to Chesterfield Building Inspection.
Hanover County — north of the city, along I-95. Ashland, plus Mechanicsville, Doswell, Atlee, Rockville, Beaverdam, Montpelier and Hanover. Hanover Building Inspections handles building permits in the county and Ashland; inside town limits, ask Ashland about zoning review as well.
The Tri-Cities — Petersburg, Hopewell and Colonial Heights are each independent cities with their own building departments, not part of the counties around them. Prince George County adjoins them, including Prince George, Disputanta and the Fort Lee area (formerly Fort Gregg-Adams).
West and east — Goochland County (Goochland, Manakin-Sabot, Centerville, Oilville), Powhatan County (Powhatan, Moseley, Flat Rock), New Kent County (New Kent, Providence Forge, Quinton, Bottoms Bridge) and Charles City County (Charles City and facilities using Providence Forge mailing addresses).
The outer counties — Dinwiddie County including the town of McKenney, Amelia County including Amelia Court House; Sussex County including Sussex, Waverly, Wakefield, Stony Creek and Jarratt; King William County including King William, Central Garage, West Point and Aylett; and King and Queen County including King and Queen Court House.
Postal and county-edge addresses: give the full facility address for Moseley or Providence Forge rather than assuming the postal name identifies the permitting authority. Jarratt spans Sussex and Greensville counties; its Greensville portion is outside the Richmond MSA reference, but remains an outer-edge request considered by actual address. For Fort Lee or another controlled federal site, state the site and access requirements so the applicable authority and scope can be identified.
Beyond the MSA boundary: facilities in Caroline County, including Bowling Green and Port Royal, remain outer-edge requests reviewed by exact address and equipment scope. Caroline is outside the Richmond MSA reference above.

Which building department covers your facility?
This is the part that catches people out, and it's worth two minutes.
Virginia has independent cities. Richmond, Petersburg, Hopewell and Colonial Heights are not inside any county — they're their own jurisdictions with their own building departments. Henrico adjoins the City of Richmond to the north, east and west; Chesterfield is to the south.
So a parcel with a "Richmond, VA" address can be in the city, in Henrico, or in Chesterfield. Three departments, three portals, three fee schedules. Confirm from the parcel record, not the envelope.
Henrico and Chesterfield have no incorporated towns, so the county is the building authority throughout each one. In Ashland, town zoning review and Hanover’s building-permit role are separate steps—not competing building departments.
