Is it the leveler, or the door above it?
Three things fail at a loading bay and people call all three "the dock." Here is the distinction:
- The steel plate in the floor that tilts into the trailer — that's the leveler. You're on the right page.
- The door over the opening — that's a dock door or commercial overhead door, or a roll-up door.
- The hook or arm at the dock face holding the trailer — that's a trailer restraint.
If two of them stopped at once, say so. Levelers, doors and restraints are often interlocked, and that changes what a provider looks at first.
Which kind of leveler do you have?
You don't need to know before you call. But if you do know, it shortens the conversation and helps a provider bring the right parts.

Dock plate, dock board, or installed leveler?
These are different devices with different rules, and mixing them up changes the answer. An installed dock leveler is built into the dock structure. A dock plate or dock board is portable — not permanently fixed to the dock or the trailer, and able to be moved by hand or by powered equipment.
That distinction is not just vocabulary.
The consensus standards split them. MHI / LODEM identifies ANSI MH30.1-2022 for installed dock leveling devices, MH30.2-2022 for portable devices and MH30.3-2022 for vehicle restraints. These are consensus standards; publication alone does not make a standard a regulation. Ask which requirements the applicable regulation, contract and equipment documentation bring into your job.
Federal OSHA uses a broader definition. 29 CFR 1910.21(b) includes bridge plates, dock plates and dock levelers within “dockboard.” 1910.26 requires support for the maximum intended load. Its run-off provision applies to devices first put into service on or after 17 January 2017, with an exception where the employer demonstrates no run-off hazard. Portable dockboards must be secured, with a stated exception when securing is infeasible and sufficient contact prevents movement. Measures such as wheel chocks or sand shoes must prevent the transport vehicle moving while employees are on the dockboard. Handholds or other means must permit safe handling.
For workplaces under California jurisdiction, check the state rule. Most private California workplaces fall under Cal/OSHA rather than federal OSHA (OSHA California State Plan). California has its own dock plate rule — Title 8, section 3337, Dock Plates and Loading Ramps — which requires that every dock plate and loading ramp be constructed and maintained with strength sufficient to support the load carried on it; that it be secured in position when spanning the gap to the vehicle; that its end edges be in substantial contact with the dock and the vehicle bed so it can't rock or slide; and that adequate and safe means be provided for moving it. What that means in practice: identify the actual device and its intended loads. MHI distinguishes lighter-duty hand-loading plates from boards typically intended for heavier material-handling loads. The employer's safety team must determine the applicable rules and manufacturer limits; do not treat a portable plate as forklift-rated just because it spans the gap.
The hard rule. Never assume a bent, cracked or deformed portable device can be welded, straightened or returned to service. Keep damaged equipment out of use through the facility's established process and ask about manufacturer-approved repair or a correctly rated replacement. A leveler is designed to accommodate changes in trailer height during loading. That is different from an unexpected drop, lost support or a lip separating from the trailer. Report what already happened; do not load or cycle the equipment to demonstrate it.
What's the leveler doing?
The second column is what a qualified provider may inspect. It's not a diagnosis, and none of it is something for your crew to check.

The same three things every time: nobody enters the pit. Nobody stands on a deck that won't hold. Nobody works under a raised deck. A maintenance strut is a technician's tool, not an instruction we give you.

What drives the price, and repair versus replace

Ask which kind of number you're being given — a diagnostic fee, a starting price, a scoped fixed price, an estimate, or a final quote — and ask what's included in it.
Repair or replace? The real factors: age against duty cycle, deck and hinge condition, how many components have already been replaced, whether parts for that model are still available, and whether a conversion (mechanical to hydraulic, for example) is worth doing while the pit is open. A provider makes that call after looking at it.

Planned service for dock equipment
A dock is not a garage door. List dock equipment separately in any combined maintenance proposal.
A planned dock visit can cover levelers, seals and shelters, bumpers, restraints and dock lights together. A trailer impact can affect more than one device, but they do not necessarily wear or fail together. Ask which bays and devices are included, what gets inspected, what documentation you receive, and how corrective repairs are authorized separately.
Frequency should follow the manufacturer's intervals, adjusted for usage and operating conditions. A heavily used bay can accumulate cycles faster than a lightly used one; that does not replace calendar-based checks. Ask for a written schedule for the specific equipment.

Local rules that touch this equipment
Two pieces of equipment, two licence questions. In California, the door over your bay and the leveler underneath it can fall under two different contractor licence classifications.
CSLB D-21 — Machinery and Pumps is the classification whose scope names dock levelers outright, alongside pumps, conveyors, cranes and other material-handling equipment. CSLB D-28 — Doors, Gates and Activating Devices is the one covering commercial and industrial doors including overhead assemblies.
So on a two-part job it's worth asking which classifications the company holds. Plenty hold more than one, and a General Building (B) licence is a separate question again. Use the public record: CSLB licence lookup.
The standards, honestly labelled. ANSI MH30.1 and MH30.2 are consensus standards. Federal OSHA 1910.26 and California Title 8 section 3337 are regulations within their respective jurisdictions. Your employer's safety team and the enforcing agency determine which requirements apply; the manufacturer's instructions also matter.
Permit and electrical questions. Inside Ontario, ask the Building Department about the actual leveler replacement, anchorage, pit alteration or circuit work—not just the word “repair.” Structural concrete is outside this hub's scope. Dock leveler questions
The leveler is stuck up. Can my maintenance team lower it?
No. A raised deck holds stored energy, whether that's hydraulic pressure or a compressed main spring, and the reason it's stuck is exactly the reason it may not come down predictably. Keep everyone clear and out of the pit, take the bay out of use through your own process, and report it. A provider brings the right strut and the right tools.
Hydraulic or mechanical — how do I tell without getting close?
Look at the control, not the machine. A push-button on the wall usually means hydraulic or air-powered. A pull chain or a release handle at the deck usually means mechanical. If you can see a power unit with hoses, it's hydraulic; a blower and a bag, air. You don't have to get this right to call.
Is a dock plate the same as a dock leveler?
No. A leveler is built into the dock. A dock plate or board is portable — moved by hand or by equipment. They fall under different consensus standards, federal OSHA treats them under one word, and California has a separate dock plate rule. A damaged portable plate is usually a replacement, not a repair. Do dock levelers have to be inspected on a schedule?
Use a schedule tied to the manufacturer's instructions, usage, condition and applicable workplace requirements. Ask the provider and your safety team to define the inspection tasks, intervals and written records for this model. A general standards title is not a substitute for that equipment-specific scope.
