The Savannah metro, as it's actually defined

The Savannah, GA metropolitan statistical area is Chatham, Bryan and Effingham counties — three counties, all in Georgia, under the current federal delineation (OMB Bulletin 23-01, July 21, 2023; Census Bureau delineation files, checked September 19, 2026).

It does not cross into South Carolina. The Savannah River is the state line along Chatham and Effingham, so a South Carolina facility is outside this metro. If your facility is on the far side of the river, say so when you call — different state, different permitting, and it is worth establishing early.

Chatham County

The county holds the port terminals at Garden City and Savannah, the Port Wentworth trade-park corridor along International Trade Parkway, the Pooler and airport-area distribution cluster, and manufacturing facilities. The Georgia Ports Authority's Port of Savannah operates here with immediate access to I-16 and I-95, supporting the region's warehouse and receiving-bay operations (Georgia Ports Authority, checked September 19, 2026).

Unincorporated communities and islands: Georgetown · Wilmington Island · Whitemarsh Island · Skidaway Island · Isle of Hope · Talahi Island · Dutch Island · Montgomery · Burroughs.

The distinction that matters here: a Savannah mailing address does not tell you which authority covers your parcel. Facilities inside the city limits go to City of Savannah Development Services, which takes commercial packages through eTRAC. Facilities in unincorporated Chatham go to Chatham County Building Safety & Regulatory Services, which is a separate department with separate forms and separate instructions. Pooler, Garden City, Port Wentworth and Bloomingdale each run their own. Confirm the municipality before a replacement, not after.

One more Chatham-specific warning worth stating plainly: the county publishes a dock and bulkhead permit form for waterfront structures. That is marine work. A warehouse loading dock does not belong on it.

Effingham County

The rail-served side of the metro. The Rincon corridor runs along Highway 21 and the Effingham Parkway, in a county whose development authority identifies CSX and Norfolk Southern rail connections, and the county's development authority markets industrial, rail and logistics land across the county rather than in one town (Effingham County Industrial Development Authority, checked September 19, 2026).

Cities: Rincon — the county's largest · Springfield, the county seat · Guyton.

Unincorporated communities: Clyo · Eden · Egypt · Meldrim · Shawnee · Pineora · Stillwell · Blue Jay.

The distinction that matters here: Effingham County runs building and fire inspection as a single combined department, and takes inspection requests through OpenGov (Effingham County Building & Fire Inspection Services, checked September 19, 2026). The City of Rincon administers development and code matters inside its own city limits (City of Rincon Planning & Development, checked September 19, 2026). Springfield and Guyton are separate municipalities again. A Rincon postal address does not establish which one applies — the city limits do.

Bryan County

The I-16 and I-95 industrial corridor. The county's development authority lists industrial property in two distinct groups: sites inside the City of Richmond Hill, including Belfast Commerce Center and Anatolia Logistics Park, and sites in unincorporated Bryan around Ellabell, including the Interstate Centre parks (Development Authority of Bryan County, checked September 19, 2026). That split is the local fact worth knowing.

Cities: Richmond Hill · Pembroke, the county seat.

Unincorporated communities: Ellabell · Black Creek · Keller · Lanier · Daniel Siding.

The distinction that matters here: Richmond Hill handles permits, inspections and floodplain review inside its city limits. Outside Richmond Hill, confirm the authority with Bryan County for an unincorporated parcel or the City of Pembroke building-permit application for a Pembroke parcel. So a facility at Ellabell or Black Creek — north Bryan, unincorporated — is a county matter, while a facility inside Richmond Hill city limits is not. Do not assume a Richmond Hill approval covers an Ellabell parcel. Confirm the actual municipality for the address.
