Pittsburgh dock and door repair service area: the eight counties
The Pittsburgh, PA Metropolitan Statistical Area — CBSA 38300 in the current federal delineation — is made up of Allegheny, Armstrong, Beaver, Butler, Fayette, Lawrence, Washington and Westmoreland counties, all in Pennsylvania (Census delineation files; July 2023 county list, checked September 19, 2026). Lawrence County was added in the 2023 delineation, so older seven-county descriptions of the Pittsburgh metro are out of date.

Pittsburgh's metro is entirely within Pennsylvania. The wider Pittsburgh–Weirton–Steubenville combined area includes separate statistical areas around Hermitage, Indiana and Weirton–Steubenville, but that does not put Ohio or West Virginia counties in this metro. Allegheny County
The core of the metro, with more than a hundred separate boroughs, townships and cities. Start with the municipality where the work is performed to establish the building-permit route. Pennsylvania municipalities can administer the UCC through their own staff or a certified third-party agency; L&I handles commercial enforcement in municipalities that opt out (PA UCC administration).

Worth knowing about this county. Several municipalities here do not run their own plan review. North Fayette Township requires commercial construction documents to be reviewed and approved by a third-party agency before the application is submitted to the township, and sets a noon cutoff for next-day inspection requests. Harmar Township routes applications to a private code enforcement agency after a zoning review at the township office. West Mifflin sends commercial plans to a third-party agency that the applicant pays directly, on top of the borough's own permit fee. Findlay Township lets the applicant choose any plan review agency certified by PA Labor & Industry for commercial work in Allegheny County. Different towns, genuinely different processes — establish which one contains your parcel before anyone talks about permits.
Neville Island is worth a named mention because people use it as an address: it is in Neville Township, and the township describes industry and businesses on its eastern side with access to the Ohio River, I-79, roads and rail (Neville Township). Facilities there are commonly the kind this service exists for.
Pittsburgh International Airport sits in Findlay and Moon townships; the Allegheny County Airport Authority's March 2017 study described roughly 8,800 acres there (ACAA economic impact study). For a Coraopolis, Clinton or Imperial mailing address, check the parcel's municipality; do not assume Findlay, Moon or North Fayette from the postal name — see the Findlay Township page.
Butler County
North of the city, along the I-79 and Route 228 corridors.

Worth knowing. Butler city and Butler Township are separate jurisdictions with separate offices — a Butler mailing address does not settle which. RIDC's Thorn Hill Industrial Park straddles the county line: its operator describes it as sitting in "Marshall and Cranberry Townships along the border of Allegheny and Butler counties," a 925-acre park with about 3 million square feet of industrial, flex and office space (RIDC). Which township a building there sits in decides which office handles its permits.
Washington County
South-west of the city along I-79 and I-70.

Worth knowing. A "Washington, PA" mailing address is not the same as being inside the City of Washington, and the difference matters — the city treats same-opening door replacement as work requiring zoning approval, and routes commercial applications through a named third-party agency. Canonsburg, Cecil and North Strabane each have their own arrangements. Southpointe is a business park in Cecil Township, not in Canonsburg despite the mailing address; the Washington County Chamber of Commerce describes it as a "610-acre multi-use park" adjacent to Interstate 79 (Washington County Chamber).
Westmoreland County
East and south-east, along the Route 30, I-70 and Pennsylvania Turnpike corridors.

Worth knowing. Westmoreland County is explicit that "all permits are handled at the municipal level," with municipalities using in-house staff, a contracted building inspection company, or PA Department of Labor & Industry review (Westmoreland County). New Stanton's ordinance allows designated third-party agencies to perform plan reviews and inspections but not to issue permits — those come from the borough's designated code official.
The I-70 and New Stanton area is a real distribution corridor. RIDC's Westmoreland Innovation Center at Tarrs, the former Volkswagen and Sony plant, is described by its operator as more than a million square feet with direct rail access, "adjacent to Route 119 near Interstate 70 and the New Stanton exit of the Pennsylvania Turnpike" (RIDC).
Greensburg and Hempfield Township are separate jurisdictions. Check which contains the parcel before applying local permit rules.
Beaver County
North-west along the Ohio River.

Worth knowing. The Shell petrochemical complex — the Shell Polymers Monaca site — has its main site in Potter Township, with DEP also identifying Center Township in its facility records, rather than Monaca borough despite the name, per PA DEP (DEP Shell facility information). If you are calling about a facility near there, the township matters for permits.
Ellwood City straddles the Beaver–Lawrence county line. Establish which county and municipality the parcel is in before anyone applies local rules to it.
Lawrence County
The county added to the Pittsburgh metro in the 2023 delineation, in the metro's north-west corner.

Worth knowing. Lawrence County is part of the current Pittsburgh metro. Call and give the facility address; the independent company confirms whether it can accept the work there.
Armstrong County
North-east, along the Allegheny River and Route 28.

Worth knowing. Kittanning borough and Kittanning Township are different places with different offices. As elsewhere in this metro, the parcel decides — not the postal address.
Fayette County
South, along Route 51 and Route 119.
Call about facilities in: Uniontown · Connellsville city · North Union Township · South Union Township · Dunbar Township and Dunbar borough · Brownsville · Perryopolis · Masontown.
Worth knowing. Connellsville city and Connellsville Township are separate, as are Dunbar borough and Dunbar Township. Do not merge them when establishing which office handles a permit.
Just outside the metro
Indiana, Greene, Somerset and Mercer counties in Pennsylvania, and locations across the state line in Ohio and West Virginia, are outside the Pittsburgh MSA as defined above. We are not going to pretend otherwise by listing an entire tri-state region. If you have a facility in one of those places, call and give the address — whether an independent provider can reach it is a case-by-case question that provider answers, not a line on a map.

The address question that saves everyone time
In this region, your mailing address and your municipality are often different, and the difference decides which office handles a permit, which contractor credential applies, and sometimes what the fee basis is.
- A Pittsburgh postal address can sit in dozens of separate boroughs and townships outside the city.
- Washington city, Canonsburg, Cecil and North Strabane are separate jurisdictions; use the parcel to distinguish them.
- Clinton and Imperial mailing addresses do not establish Findlay Township jurisdiction.
- A Coraopolis mailing address does not settle whether the building is in the borough or an airport-corridor township such as Moon or Robinson; North Fayette has its own permit process too.
- Ellwood City spans two counties.
- Butler and Kittanning each have a borough or city and a township of the same name.
When a permit question comes up, establish the municipality from the parcel — your tax bill, your deed, or the county assessment record — not from the envelope. That check prevents an application going to the wrong office.
Match the equipment to the repair page

Seals, shelters, bumpers and portable plates or boards belong on dock equipment repair; a dock lock, restraint light or interlock fault belongs on trailer restraint repair.
