Which counties does the Fresno area cover?

The Fresno area here means Fresno County and Madera County. That's how the federal government draws the Fresno metro area. OMB's July 2023 update lists the Fresno, CA metro area as "Fresno County, Madera County," with Fresno as its principal city.

Fresno County has 15 cities, according to the Fresno Council of Governments, plus many communities outside city limits.

Industrial areas: the City's economic plan names the South Van Ness Industrial Area and the Southeast Development Area among its economic centers. The South Central Specific Plan covers a large industrial planning area in south Fresno.

Clovis

Clovis runs its own Building Division and its own fire department, so City of Fresno rules don't carry over. Its business parks sit near State Route 168.

Selma, Fowler and Kingsburg: the Golden State Corridor

These three cities sit along the Golden State Corridor, a 14.1-mile stretch of old Highway 99 from American Avenue to Kingsburg. A state transportation fact sheet describes "the industrial nature of Old Highway 99." Each city has its own permit office.

Selma: Building Division, 1710 Tucker St., (559) 891-2208, with an online OpenGov portal.
- Selma publishes a list of work that doesn't need a permit. Window replacement with no frame change is on it. Doors aren't.
- That doesn't mean every door job needs a permit. It means door work isn't listed as exempt, so ask the company and the building office before you start.

Sanger, Reedley, Parlier and Orange Cove

East and southeast of Fresno. Sanger's Building Division issues its own permits. Reedley, Parlier and Orange Cove each handle permits through their own city offices. Call the city before work starts.

Kerman, Mendota, Firebaugh, San Joaquin, Coalinga and Huron

West of Fresno, toward the Interstate 5 side of the county. Each is its own city. Check with the city office for your building's address before work starts.

Malaga, Calwa and other county areas

Some of the Fresno area's busiest industrial land sits outside any city. The California Attorney General's office wrote in 2022 that Malaga and Calwa are "already surrounded by industrial uses." Both are unincorporated.

For buildings outside city limits:

Permits: Fresno County Development Services, 2220 Tulare St., (559) 600-4560, through its Citizens Portal.
Fire: the Fresno County Fire Protection District, (559) 493-4300.
Watch the address: if your building is in an unincorporated area, the County is the permit office even if the mailing address says Fresno.

Other unincorporated communities the County plans for include Easton, Del Rey, Caruthers, Riverdale, Laton, Biola, Tranquillity, Lanare and Friant Ranch (County community plans).

Madera County

Madera County is part of the Fresno metro area in OMB's 2023 update, but it has its own county government and offices.
