California licenses doors and dock levelers separately
California's contractor board (CSLB) sorts contractors into license classes:

Ask: "What's your license number, and does it carry D-28 for the door or D-21 for the leveler?" Then check it on the CSLB license lookup.
The small-job exemption is narrow. Since January 1, 2025, someone without a license can only do jobs under $1,000, counting labor, materials and all other costs. That exemption doesn't apply if the job needs a permit or the person employs anyone on it (CSLB Industry Bulletin 24-07).

We didn't find a door-by-door permit list from the Fresno, Fresno County or Clovis offices when we checked on September 23, 2026. Selma publishes a list of work that doesn't need a permit, and doors aren't on it.
- City of Fresno: its rule says a permit is needed when an owner plans to "construct, alter, repair, move, demolish, or change the occupancy of a building or structure," or to "erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system." It doesn't list doors either way.
- Before work starts, ask the company whether your job needs a permit and who will pull it.
- Watch the address. If your building is in an unincorporated area, outside any city's limits, the County is the permit office even if the mailing address says Fresno.
Which building code is in effect
Fresno adopted the 2025 California Building Standards Code, in effect since January 1, 2026 (Fresno City Council, Bill B-40). Clovis lists the 2025 California codes as adopted too.
Rolling fire doors: Fresno Fire now takes the test reports
Fresno Fire Prevention says that starting April 15, 2026, fire protection and life-safety test reports must be sent electronically through The Compliance Engine. Its list includes "Automatic Closing Fire Assy." with a yearly test under NFPA 80, the national fire-door standard. The Compliance Engine is the fire department's online reporting system.
- Why it matters: a rolling fire door's yearly test in the City of Fresno is a report the fire department expects to receive.
- Outside the city: this is the City of Fresno's rule. In Clovis, in unincorporated Fresno County, and in Madera, ask the local fire authority.

What the safety rules cover
