The permit authority changed in 2023. Check whether the work is a new application or an older County permit before choosing the office.

Since September 5, 2023, new building and trade permits inside Mooresville town limits and its extraterritorial jurisdiction (ETJ) are handled by the Town of Mooresville, not Iredell County. The Town's Building Permitting & Inspections Department administers and enforces the North Carolina State Building Code for that area, from One Mooresville Center at 750 W. Iredell Avenue (Iredell County's Mooresville permitting handout, updated January 2026; checked September 18, 2026).

Two details that catch people out:

  • Older permits stay where they started. Permits Iredell County issued before the changeover remain the County's to enforce and inspect through project completion. So a building can have one live permit with the County and a new application going to the Town.
  • Outside the town and ETJ, it's still Iredell County. Iredell County Building Standards issues permits and performs inspections for the rest of the county, including Statesville and Troutman.

That's the opposite of what happened on the other side of this metro. Gaston County consolidated municipal permitting into the county in 2022; Iredell gave up jurisdiction inside Mooresville in 2023. Same metro, opposite directions, about a year apart. → The full jurisdiction table

Does a commercial door replacement need a permit here?

The same North Carolina permit statute applies here. It provides a conditional exemption, not a blanket requirement to permit every door replacement.

N.C.G.S. § 160D-1110(c) provides that no permit is required for work costing $40,000 or less in a commercial building that's done to the current NC State Building Code — unless the work involves items the statute lists, such as adding, repairing or replacing load-bearing structures. And the same subsection says outright that no permit is required for replacement of windows and doors meeting its requirements.

The exceptions include load-bearing changes, specified plumbing/HVAC/electrical work, non-code materials, a new roof, and any change to which the Fire Prevention Code applies. A fire-rated replacement or new operator wiring therefore needs a scope-specific answer, not just a total below $40,000. Read the complete conditions in § 160D-1110(c).

So a straight door replacement under $40,000 that doesn't touch load-bearing structure can fall inside that exception. That isn't a determination about your project. Ask the responsible office — Town or County, depending on the parcel — about the actual scope, especially if the opening changes size, if structure is involved, or if there's new wiring.

Two rules, one number. § 87-1 generally requires a general contractor licence at $40,000 or more for the undertaking, subject to its exceptions—including industrial-equipment furnishing or erection. The permit provision uses $40,000 or less and a different set of conditions. New wiring and hardwired operator work raise a separate electrical-licensing question; § 87-43.1 contains specific exceptions, not a general low-price exemption. Ask the appropriate board which classification or exemption covers the quoted work.
