Niagara County has its own rulebook
Niagara Falls is a City in Niagara County, New York. It is inside the Buffalo metro — but the office you deal with, the licences that exist, and the way permit fees are calculated are all different from the Erie County side.

The licences the city actually issues, with published fees:

And the city publishes its lists — a 2026 Master Electricians List, a 2025 Master Plumber List and a 2026 Mechanical Contractor List. You can check a name before the truck rolls. Very few municipalities in this metro make that that easy, and on a powered door or leveler the electrician's licence is the credential an inspector checks.
The fee basis is different too. Commercial alterations run $50 for the first $1,000 of construction cost and $25 for each additional $1,000 or fraction thereof. New commercial and industrial work is priced by volume at $20 per 1,000 cubic feet, with a $250 minimum. Effective 1 January 2023.
Compare that with Cheektowaga's $10 per $1,000, Amherst's $500 base plus $18 per $1,000, and Lancaster's per-square-foot schedule. Four different bases, one metro. A contractor carrying an estimate over from the Erie County side will get it wrong.
And the county itself issues nothing. Niagara County has no building department, no code enforcement function and no contractor licensing in its own department listing. Every parcel is permitted by its city, town or village.

The name change that confused everyone
Niagara Falls came out of the federal metro area's official title back in the 2020 delineation. Niagara County never came out of the metro.
The area is now officially titled the Buffalo–Cheektowaga, NY Metropolitan Statistical Area, and Erie and Niagara Counties are both in it. A facility here is as much a Buffalo-metro facility as one in Cheektowaga, and it is covered on the same terms.
One more name worth being precise about: this is Niagara County, New York. Niagara Region, Ontario is another country and outside this hub entirely. If a search sent you to a company on the other side of the river, that is why.

Wheatfield Business Park, adjacent in the Town of Wheatfield, is published at 93.1 acres with "clear heights from 25 to 40 feet, overhead cranes, and multiple truck-level and grade-level docks," adjacent to Niagara Falls International Airport, and part of Foreign-Trade Zone 34.
The county's featured-sites inventory also lists heavy-industry-zoned parcels in the area, including one four miles from the Lewiston-Queenston International Bridge and one adjacent to an active rail yard. Where the county's listing does not state which municipality a site sits in, this page does not assign one.
