Lackawanna is a City in Erie County, New York — not a town, and not part of Buffalo. Per Erie County's own municipal directory, the city requires electricians and plumbers to be licensed. It does not license general contractors.
Combined with the fact that New York State issues no licence for commercial door or dock work at all, the practical screens here are the certificate of insurance, the building permit, and — for anything touching a door operator's wiring — the electrician's licence.
Ask who is pulling the electrical permit and whose licence number is on it. On a powered door or a powered leveler, that is the credential an inspector actually checks.

The address correction nobody publishes
The Port of Buffalo is in Lackawanna.
Its own site gives the address as 1951 Hamburg Turnpike — a Lackawanna address — and states the port operates within Foreign-Trade Zone 23 and is located "just minutes away from the US-Canadian border."
Why that matters more than it sounds: if your facility is port-adjacent, the municipality issuing your permits and licensing your electrician is the City of Lackawanna, not the City of Buffalo. Different office, different licensing, different fee schedule. A contractor working from the port's name rather than its address goes to the wrong building department — and that is a delay you pay for.

Renaissance Commerce Park, and what is on this land
The Erie County Industrial Development Agency describes it as "approximately 240 acres on the former Bethlehem Steel site, now known as Renaissance Commerce Park," and as "a thriving manufacturing and warehouse commerce park."
