The area, and one honest note about the boundary

The Buffalo–Cheektowaga, NY metropolitan statistical area is Erie County and Niagara County, with Buffalo and Cheektowaga as its principal cities, under OMB Bulletin 23-01 (21 July 2023), checked 21 September 2026.

Worth saying plainly: that is a statistical boundary. The Office of Management and Budget says so itself — these delineations are defined for statistical purposes and are not intended to be used to set service territory or eligibility. We use it because it matches how facility managers describe where they are, not because it draws anyone's service area.

An independent provider confirms address-level availability before service is scheduled. That is the honest version, and it applies everywhere on this page.

Erie County

Cities: Buffalo, Lackawanna, and the City of Tonawanda.

Towns: Alden, Amherst, Aurora, Boston, Brant, Cheektowaga, Clarence, Colden, Collins, Concord, Eden, Elma, Evans, Grand Island, Hamburg, Holland, Lancaster, Marilla, Newstead, North Collins, Orchard Park, Sardinia, Tonawanda, Wales and West Seneca.

Villages: Akron, Alden, Angola, Blasdell, Depew, East Aurora, Farnham, Gowanda, Hamburg, Kenmore, Lancaster, North Collins, Orchard Park, Sloan, Springville and Williamsville.

Cheektowaga, Amherst, West Seneca and Orchard Park are towns, not cities. There is no City of Cheektowaga and no City of Amherst. That matters because the town is the permit office.

Buffalo

Cheektowaga

A town with its own Building Department, its own fee basis, and two villages that cross the town line. Buffalo Niagara International Airport is here, not in the City of Buffalo. Full page.

Lancaster and Depew

The only per-square-foot permit fee basis in the metro, no contractor licence requirement, and a village that straddles two towns. Full page.

Lackawanna

Renaissance Commerce Park on the former Bethlehem Steel site, deepwater port access, and the address correction that catches contractors. Full page.

The Tonawandas

Three different municipalities and two counties share this name, and it catches everyone.

  • Town of Tonawanda — Erie County. Its code requires a licence of anyone "engaged in the business of constructing, repairing, remodeling, altering, converting, modernizing or adding to any house, building, dwelling, structure or land adjacent to it" — one of the few municipal licences in this metro that plainly reaches commercial repair. Town Code Ch. 65.
  • City of Tonawanda — Erie County, a separate municipality that parted from the town in 1903.
  • City of North Tonawanda — Niagara County. Contractors register annually with the Building Department at $100 per calendar year, covering general, electrical and HVAC contractors and the "construction, alteration or repair of buildings." City Code Ch. 28A.
  • Village of Kenmore sits inside the Town of Tonawanda.

River Road in the Town of Tonawanda is a long-standing designated industrial corridor with rail, per the New York State Department of State's waterfront inventory — the document is dated, so treat it as evidence of the corridor and its zoning rather than a current tenant list.

West Seneca

The town requires electrical contractors working in the town to be licensed, at $100, and issues reciprocity licences "with proper proof of insurance and a current license from another municipality in New York State." Amherst

A town. Its contractor licence covers home improvement, which the town code defines as work on residential premises — so it does not cover a commercial dock or door. The town licenses master and residential electricians. Permit fees run a $500 base including 20 inspections, plus $18 per $1,000, effective 4 August 2025.

Hamburg

A town containing two villages — Hamburg and Blasdell. The Town requires no contractor licence; the Village registers only paving and snow-plow contractors. Which means insurance, the permit and the electrician's licence are your screens here.

Grand Island and Orchard Park

Both license plumbers and electricians.

Eastern Erie County

Clarence, Elma (which licenses home improvement contractors), Alden, Newstead with the Village of Akron, Aurora with the Village of East Aurora — there is no Town of East Aurora — Marilla and Wales. The Town of Aurora requires liability, workers' compensation and disability insurance on file with its Building Department.

Southern Erie County

Evans with the Village of Angola, Eden, Boston, Brant with the Village of Farnham, North Collins, Collins, Concord with the Village of Springville, Holland, Colden and Sardinia.

Gowanda — the one genuine case-by-case entry

The Village of Gowanda appears on both the Erie County and Cattaraugus County municipality lists. Part of it is inside the metro and part of it is outside. Worth a sentence on the call.

Niagara County

Cities: Lockport, Niagara Falls and North Tonawanda.

Towns: Cambria, Hartland, Lewiston, Lockport, Newfane, Niagara, Pendleton, Porter, Royalton, Somerset, Wheatfield and Wilson.

Villages: Barker, Lewiston, Middleport, Wilson and Youngstown.

Niagara Falls came out of the metro's official title in the 2020 federal delineation. Niagara County never came out of the metro. A facility in Lockport or Niagara Falls is as much a Buffalo-metro facility as one in Cheektowaga.

And to be clear about a name that gets confused: this is Niagara County, New York. Niagara Region, Ontario is another country and outside this hub entirely.

Niagara Falls

A different county means a different rulebook — its own Code Enforcement department, its own licensing with published lists, and a fee basis unlike any Erie County town. Full page.

Lockport

A City and a Town with the same name. The City requires a building contractor licence — its code makes it "unlawful to engage in business in the City of Lockport as a building contractor without first having obtained a license," covering general building construction, alterations and repairs. Building Inspection is at One Locks Plaza, 716-439-6754, and permits are handled electronically. City Code § 66-20.

Lockport Industrial Park sits on a 400-acre site with CSX rail service, adjacent to Routes 31 and 93.

Wheatfield

No contractor licensing. A building permit is required under the town code for work that must conform to the Uniform Code, with routine repairs that do not alter structure, egress or systems exempt. Town Code Ch. 69.

Wheatfield Business Park is published at 93.1 acres with "clear heights from 25 to 40 feet, overhead cranes, and multiple truck-level and grade-level docks," adjacent to Niagara Falls International Airport. Niagara County Center for Economic Development.

Western Niagara County

Lewiston (Town and Village), Porter with the Village of Youngstown, Cambria, Pendleton, Niagara and the Sanborn area. The Lockport-Junction Road Business Park in Cambria is a 60-acre shovel-ready site.

Northern and eastern Niagara County

Newfane, Wilson (Town and Village), Somerset with the Village of Barker, Hartland, and Royalton with the Village of Middleport — a Niagara County village. Orleans County's own roster lists only Albion, Holley, Lyndonville and Medina.
