What kind of dock leveler do we have?
A dock leveler is the steel deck that bridges the gap and the height difference between your dock floor and the trailer bed. It sits in a pit at the dock face, or hangs on the face itself. It is a separate machine from the door above it — the door can work perfectly while the leveler is dead.
You don't need to know the type to call. But if you do, say it, because it changes what a provider brings.

An edge-of-dock leveler is a compact dock-face unit with a more limited working range than a full pit-style leveler. Mounting and trailer-height compatibility depend on the model and installation.

Dock plates and dock boards — and why Washington groups them with levelers
A portable dock plate or dock board is moved into position across the dock-to-trailer gap. It differs from an installed leveler, but not every device called a “bridge plate” is portable. Tell the provider whether the equipment is loose, hinged, face-mounted or built into the dock.
Washington's own safety rule puts them in one basket. Under the definitions in chapter 296-24 WAC Part J, a dockboard is "a portable or fixed device that spans a gap or compensates for a difference in elevation between a loading platform and a transport vehicle," and dockboards "include, but are not limited to, bridge plates, dock plates, and dock levelers." The legal term “dockboard” is broader than one product type; it does not make a portable plate and a leveler interchangeable. Describe how the device is mounted.
Describe what you already know: a powered or mechanically operated deck may be a leveler; a loose device moved into place is portable. A mounted bridge plate needs its own identification. Do not operate or approach damaged equipment to classify it.
The capacity marking is usually stamped or plated on the surface or the edge. If it's still readable, it's worth having.
And the hard part, stated plainly: a damaged loose plate should come out of service and stay out until a qualified provider assesses it. Do not assume a bent, cracked or chewed plate can be welded, straightened, or put back under a forklift. Legs, handholds, edge condition and the rated capacity all matter, and a failure can put the load and handling equipment at risk. This is not a decision to make on the dock floor.
Washington also requires handholds, or other effective means, on portable dockboards to permit safe handling (WAC 296-24-75006).
Is this plate rated for the equipment crossing it?
A capacity number alone does not establish forklift suitability. The manufacturer’s intended traffic, total loaded vehicle weight and application limits all matter; a dock plate intended for hand trucks or manually moved pallet jacks is not a substitute for a forklift-rated dock board.

Bluff’s aluminum dock plates are intended for specified manual traffic; its aluminum dock boards include forklift applications. That distinction is why the name “dock plate” is not enough. Don’t weld, straighten or put a damaged device back into service on a guess. You can call without finding a marking or approaching the equipment.

Keep people and lift trucks off the affected position. Don't force the leveler, don't keep cycling it, and don't get into the pit or under the deck for any reason. Take the bay out of use through your existing process.

Washington’s OSHA-approved state plan covers most private and state/local-government workplaces. What affects dock leveler repair cost?
We can't quote your exact leveler repair from a web page. The price depends on the mechanism, the fault, parts, and pit access. Here's what to ask before you authorize work.
Ask whether the first visit is diagnostic or repair, what happens if parts have to be ordered, and how additional work gets approved after qualified personnel establish safe access for inspection. Ask which kind of number you're being quoted — a call-out fee, a starting price, a scoped fixed price, an estimate, or a final quote.

Repair or replace a dock leveler?
Levelers last a long time, and the honest answer is it depends on things you can't see from the dock floor. What a provider should weigh:
- Age against cycle load. A leveler under 60 trucks a day has aged differently from one under six.
- Frame or deck damage. Bent structure is a different problem from a failed component.
- Capacity against what you actually run now. Forklifts and loads get heavier over the years. The leveler didn't.
- Pit condition. If the pit is failing, the leveler isn't the whole job.
- Parts for that model. Some units are past support.
- How many positions. Multiple ageing levelers warrant a position-by-position repair and replacement comparison.
Ask for both options priced separately, with the finding written down.
Local checks before you authorize work
Checked September 18, 2026. These are the rules and the offices. Whether one applies to your job is for the provider and the issuing office to confirm.
- Contractor registration. Look the company up before work starts. The specialty list includes (29) Industrial equipment/machines for permanently affixed industrial equipment. Ask L&I which registration covers the proposed dock work; a missing dock-specific title does not mean there is no applicable specialty.
- Electrical. New wiring on a leveler's power unit or controls reaches a separately licensed trade under chapter RCW 19.28 — and in this county the electrical permit may come from Tacoma Power, which L&I says issues permits and performs inspections for properties it serves in "the cities of Tacoma, Fircrest, University Place, Fife, parts of Steilacoom, Lakewood, and unincorporated Pierce County as far south as Roy" (L&I). Tacoma Power electrical permitting: 253-502-8277.
- Building permit. A leveler replacement is not automatically exempt because the pit stays the same. Ask Tacoma PDS (253-591-5030), Pierce County PPW (253-798-3152), or the facility’s city about anchorage, equipment, electrical and any structural scope. Tacoma’s ordinary-repair exemption excludes mechanical or other work affecting public health or general safety.
- Written disclosure. For commercial building construction, alteration or repair priced at $1,000 or more but less than $60,000, RCW 18.27.114 generally requires the contractor’s disclosure before work starts. Public works and contractor-to-contractor contracts are excluded.

Is a dock plate the same as a dock leveler?
Not quite, but Washington's own safety rule uses "dockboard" for both. A leveler is installed in or on the dock and moves with a control or a chain. A portable plate or board is moved into position; some bridge devices are mounted. Identify the model and approved use rather than relying on the nickname. The repair conversation is different for each.
The leveler pops up while a forklift is on it. What is that?
It's a real failure and it's dangerous, and it's one a provider needs to look at rather than diagnose over the phone. They'd typically be checking the hold-down, the ratchet assembly and the springs. Take the position out of service and don't try to reproduce it. There's a workaround that circulates online involving weighting the deck — don't.
Can a bent portable dock plate be repaired?
Don't assume so. Condition, capacity marking, edge damage, legs and handholds all matter, and a plate failure can occur while handling a load. Take it out of service and have it assessed.
Do Washington's dock rules apply to a leveler we installed years ago?
The run-off provision in WAC 296-24-75006(2) is written for dockboards put into initial service on or after October 1, 2020. The other parts of that rule — capacity, securing, chocks or sand shoes, handholds — aren't dated that way. Your compliance position is for you and, where relevant, DOSH to determine.
