Add those up and there are well over a hundred separate permit offices across these three counties. A mailing address that says "Miami, FL" very often is not the City of Miami, and the same goes for Fort Lauderdale and West Palm Beach. Use the actual parcel, not the envelope.
One more line worth knowing before you compare quotes across the county line: Miami-Dade and Broward sit inside the Florida Building Code's High-Velocity Hurricane Zone. Palm Beach County does not. That doesn't change whether you can call — it changes the approval documentation on a replacement exterior door. The installation page has the checklist.

Miami-Dade County
Industrial and distribution corridors — Medley, Doral, Hialeah, Hialeah Gardens, Opa-locka, Miami Lakes, Sweetwater, Miami Springs and Virginia Gardens, plus the warehouse corridor around Miami International Airport and the NW 7th Avenue and NW 27th Avenue industrial spines.
Miami and the urban core — the City of Miami including Wynwood, Allapattah, Little River, Overtown and the blocks serving PortMiami. Miami Beach, Coral Gables, South Miami, West Miami.
North county — Miami Gardens, North Miami, North Miami Beach, Miami Shores, Aventura, Surfside, Bay Harbor Islands, Biscayne Park, El Portal, North Bay Village, Sunny Isles Beach.
South and southwest county — Kendall, West Kendall, The Hammocks, Tamiami, Westchester, Olympia Heights, Pinecrest, Palmetto Bay, Cutler Bay.
Far south county — Homestead, Florida City, Princeton, Naranja, Leisure City, Goulds, Richmond Heights. This is the agricultural and packing-house end of the county, with a real cold-chain presence.

A note on names: Kendall is a large unincorporated area, not a city with its own permit office — a Kendall address is permitted by Miami-Dade County unless the parcel sits inside a municipality. And Hialeah and Hialeah Gardens are two different municipalities with two different building departments.
Broward County
Industrial and distribution corridors — Pompano Beach, Fort Lauderdale's Cypress Creek corridor and the area around Fort Lauderdale Executive Airport, Dania Beach and the blocks feeding Port Everglades, Davie, Miramar and Pembroke Park.
Central Broward — Plantation, Sunrise, Lauderhill, Lauderdale Lakes, Oakland Park, Wilton Manors, Tamarac, North Lauderdale.
North Broward — Deerfield Beach, Coconut Creek, Margate, Coral Springs, Parkland, Lighthouse Point.
South and west Broward — Hollywood, Hallandale Beach, West Park, Pembroke Pines, Cooper City, Southwest Ranches, Weston.
Unincorporated Broward is permitted by the county rather than a city, which is the reverse of how most of this county works.

Palm Beach County
South county — Boca Raton, Delray Beach, Boynton Beach, Lake Worth Beach, Lantana, Greenacres, Palm Springs, Wellington, Royal Palm Beach.
North and coastal county — West Palm Beach, Riviera Beach, Lake Park, North Palm Beach, Palm Beach Gardens, Jupiter, Juno Beach, Tequesta.
Western county — Belle Glade, Pahokee, South Bay, Loxahatchee Groves, Westlake and outer unincorporated facilities. These are reviewed case by case; give the facility address when you call.
Palm Beach is the third county of the same metropolitan area and is fully in the request area. The one practical difference is the hurricane-zone line described above, which affects replacement doors rather than repairs.
Edges and neighbors
Monroe County and the Florida Keys — outside this metropolitan area, and — despite what most people assume — outside the High-Velocity Hurricane Zone as well. Reviewed case by case.
County-line communities — the corridor where Miami Gardens, Hallandale Beach and Miramar meet crosses the Miami-Dade and Broward line. Use the actual parcel to confirm the county and the permit office. Both sides stay in the request area.
