Energy code on an insulated replacement door
Illinois: the statewide Illinois Energy Conservation Code moved to the 2024 IECC, with Illinois changes, on November 30, 2025. On an existing building, it applies only to the portions being added, altered, renovated or repaired (Illinois CDB; 20 ILCS 3125/20). Unincorporated Rock Island County lists the 2024 Illinois Energy Conservation Code (County).

A replacement door's wind rating comes from the building's structural design, not one number for the whole metro. Ask the provider for the door's design-pressure rating and its test papers. Riverfront buildings in Davenport
Davenport requires a Floodplain Development Permit before floodplain development. Its code counts repair or replacement of a building as development. Work that costs 50% or more of the building's market value counts as a substantial improvement (Davenport Code ch. 15.44). The river set a record 22.7-foot crest at Rock Island in 2019 (NWS). Contractor credentials for a new door
- Iowa: contractors register with the state if they earn $2,000 or more a year from construction (DIAL). Out-of-state contractors — such as an Illinois company working in Iowa — file a $25,000 bond (Iowa Code ch. 91C).
- Davenport: the city licenses contractors, with an ICC exam and a $25,000 bond (Davenport). Ask whether the company holds a current Davenport contractor license.
- Bettendorf: a $250,000 bond for commercial work without ICC general-contractor certification (Code 10-2-2).
- Illinois: no state general-contractor license. Cities register contractors: Moline, Rock Island, East Moline, Silvis, Milan and unincorporated Rock Island County each have their own rules.
