Check the company and the scope
The local Unified Building and Trade Code distinguishes commercial/general classes from residential classes. Class C concerns one- and two-family dwellings; Class D covers specified dwelling maintenance. A residential credential alone is not proof of authorization for the commercial work you need.

Andover and Derby have their own starting processes. Andover's department states that most permits now use an MABCD license and a specified insurance submission, with listed exceptions; Valley Center has an additional local licensing requirement in MABCD's directory. Vehicle restraints, dock locks and communication lights
A trailer restraint, truck restraint or dock lock is dock equipment, not a truck-repair service.
