Several of these are recognised County planning communities rather than cities, which is exactly why the permit question follows the parcel rather than the postcode.
Who permits what: Sacramento, Rancho Cordova, Folsom, Citrus Heights, Elk Grove and Galt each have their own building authority. Unincorporated addresses go to Sacramento County Building Permits and Inspection, 916-875-5296.
Elk Grove has its own city building department, separate from the County's. Elk Grove, California sits in Sacramento County along the I-5 and SR-99 corridors. Call about facilities there the same way.
McClellan Park includes industrial and aviation facilities. Say which kind of opening you have — a hangar-scale door is a different scope from a loading dock door, and the provider confirms whether it handles that equipment.

Who permits what: Roseville, Rocklin, Lincoln and Auburn each permit their own work. Unincorporated Placer addresses go to Placer County Building Services and its permits portal.
The Sunset Area is the county's unincorporated planning area with industrial uses between Lincoln, Rocklin and Roseville — covered by the Sunset Area Plan, which updates the county's 1997 industrial area plan. A facility with a Roseville mailing address can sit inside it, and then the permit desk is the County's rather than the City's. Worth checking before you assume.
Placer County also reaches the Tahoe basin, and that is genuinely a long way from the valley floor. Those addresses are county geography rather than part of this hub's working footprint; if you have a facility up there, say where it is when you call and the provider will tell you.

Which matters here: El Dorado Hills and Cameron Park are unincorporated. The building authority there is El Dorado County, not a city hall.
