The Portland–Vancouver–Hillsboro, OR–WA metropolitan area is defined by the July 2023 federal delineation as seven counties across two states. That's the geography this page uses. It's a way of describing where facilities can call from — not a service radius, not a guaranteed territory, and not a claim about anybody's travel time. - Vancouver, WA — Clark County. Different state, different licensing, and the county doesn't issue electrical permits at all.
- Hillsboro, OR — Washington County. Named in the metro area's own title, with a city-documented industrial district covering advanced-technology and manufacturing uses.

Crossing the river, and the edges of the metro
Four things change depending on which side of the Columbia your facility sits on, and they're worth knowing before you authorize work.
Contractor credentials work differently. Oregon licenses contractors through the CCB with endorsements tied to the type of building. Washington registers them through L&I with a bond instead. An Oregon licence is not a Washington registration and the reverse is also true — a company working both sides needs standing in both states. The Portland rulebook has the lookups.
Electrical permits come from different places. In unincorporated Clark County, the county does not issue electrical permits — those go through Washington L&I at 360.896.2300. In Oregon, electrical permits come from the local jurisdiction or through the state's minor label program, and some cities route them elsewhere: Wilsonville's Building Division sends electrical permits to Clackamas County's online ePermitting.
Fire authorities aren't always who you'd guess. Clark County notes that its Fire Marshal's Office no longer contracts with the cities of Battle Ground or Ridgefield, so those cities are their own stop. In east Multnomah County, Troutdale routes fire and emergency services through Gresham Fire.
The metro has a southern edge. Wilsonville sits near where the Portland metro ends and the Salem area begins. A facility a few miles further down I-5 is a different market, and gets a case-by-case answer rather than an assumed yes.
Where the dock equipment concentrates
Useful when you're describing a large or unfamiliar facility on the call, or if you're new to the region.
- Rivergate Industrial District, North Portland — 2,800 acres and more than 14 million square feet of buildings at the confluence of the Columbia and Willamette, nine miles northwest of downtown, next to Terminals 5 and 6, about a mile and a half from I-5.
- Swan Island — a 430-acre industrial park four and a half river miles from downtown, close to I-5, used for distribution, warehousing and manufacturing.
- Portland International Center — 458 acres along Airport Way and I-205 next to PDX, with flex space, warehousing and light manufacturing.
- Troutdale Reynolds Industrial Park — a 700-acre park in east Multnomah County north of I-84, less than a mile from the freeway, mostly in Troutdale with the western end in Fairview.
- Port of Vancouver USA — about 850 acres of marine and industrial land in Clark County with over 3 million square feet of buildings and more than 50 tenants, two miles from I-5 and ten from I-84, with BNSF and Union Pacific service.
