Your mailing address may not match your permit office

The city on your mailing address doesn't always tell you who issues permits. The City of Orlando says: "Although your address may say Orlando, you might be in unincorporated Orange County or another nearby city." Orange County adds that "U.S. Postal addresses are often assigned based on routing rather than actual geographic location."

That matters here because so much of the metro sits outside any city. About 62% of Orange County residents and about 67% of Osceola County residents live in unincorporated areas (BEBR 2025 estimates). In those places, the county is usually the permit office.

Walt Disney World property has its own building and fire authority

The Central Florida Tourism Oversight District — formerly the Reedy Creek Improvement District — "is the local Authority Having Jurisdiction (AHJ) for building code and fire code enforcement within District boundaries, which encompasses all Walt Disney World areas, including Disney Springs and Flamingo Crossings." It covers about 25,000 acres in Orange and Osceola counties, including the cities of Bay Lake and Lake Buena Vista (Tourism Oversight District).

Places people ask about

Orlando and Orange County

The City of Orlando permits work inside city limits through ProjectDox, and contractors who pull permits must register with the city. Unincorporated Orange County uses Fast Track and requires a permit for commercial overhead doors, with the door's Florida Product Approval number or Miami-Dade Notice of Acceptance number. Orlando International Airport's cargo areas — the North Terminal and the North, Center and South Tradeports — are around the airport (Greater Orlando Aviation Authority). Foreign-Trade Zone No. 42, run by the airport authority, includes the airport and Lincoln International Corporate Park (FTZ Board). Winter Park, Maitland, Belle Isle and Eatonville are their own cities.

Apopka

Apopka is a city in northwest Orange County. The Florida Central Railroad is based there (FDOT rail contacts). The City of Apopka runs its own permitting inside city limits (City of Apopka); outside them, it's Orange County. Warehouses, plants and shops here can call about dock doors, levelers and commercial overhead doors.

Ocoee, Winter Garden and West Orange

Ocoee, Winter Garden, Oakland and Windermere are cities with their own governments. Areas like Horizon West and Gotha aren't inside any city, so the county issues permits there. Check the property record to confirm the county and office. Warehouses, fleet shops and self-storage buildings across West Orange can call about dock levelers, roll-up doors and overhead doors.

Lake Mary, Longwood, Altamonte Springs, Casselberry, Oviedo and Winter Springs

St. Cloud and the rest of Osceola County

St. Cloud is Osceola County's other city, and it runs its own permit submittals (City of St. Cloud). Most of the county is unincorporated, and Osceola County lists commercial "Garage door" permits. Lake County — Clermont, Groveland, Leesburg, Tavares, Eustis and Mount Dora

Lake County's Office of Building Services is at 320 W. Main St. in Tavares (352-343-9653, ext. 5) and uses the OPRS online system (Lake County). Its fees for commercial alterations are figured per square foot — $0.20 per square foot in its FY 2026 schedule — not by job value the way Orange and Osceola do it (Lake County fees). Clermont runs its own building services (City of Clermont). Lake County's economic development office lists commerce parks including Christopher C. Ford Commerce Park, Leesburg Commerce Park and Southridge Industrial Park in Tavares (Lake County economic development).

Edges of the area

Calls from Polk County addresses — including the Polk County parts of Four Corners and Poinciana — are reviewed case by case.
