Oakland–East Bay Dock & Door Repair Service Area

Alameda County

Oakland is the hub for this area, and its dock and door page covers the broad question. Three cities have their own page because they have enough of their own industrial geography and their own permit path to be worth it.

  • Hayward — the city's own general plan designates an Industrial Technology & Innovation Corridor along its western and southwestern edge, plus a Mixed Industrial area near the rail corridor. Its permit centre is its own.
  • San Leandro — the West San Leandro industrial belt along Washington Avenue, Doolittle Drive and Industrial Parkway. Precision machining, casting, food production and distribution warehousing.
  • Fremont — the city names four employment districts: Warm Springs Innovation District, Ardenwood Technology Park, Bayside Technology Park and Pacific Commons.

The rest of the county, with what is actually there:

Oakland — the Port of Oakland seaport and its logistics complex, West Oakland, the Coliseum and Hegenberger area, the East Oakland I-880 corridor, and the airport area. Covered by the hub page. Berkeley — the West Berkeley industrial and mixed-use manufacturing district on the city's west side. Emeryville — a compact former manufacturing city, now largely life-science, research and office, with legacy industrial buildings. Alameda — Alameda Point, the former naval air station, which the city describes as hosting over a hundred businesses in large industrial buildings with adjacent deep-water access. Most of the door work there is commercial overhead and roll-up doors rather than truck docks. Union City — a dedicated industrial area with distribution warehousing. Newark — industrial and research buildings on the city's western side. Livermore — the industrial belt along Patterson Pass Road and I-580 between Mines Road and Greenville Road, plus the area around the city's municipal airport. Pleasanton — Tri-Valley business and light-industrial parks. Dublin — mostly commercial and retail, with some flex-industrial.

Unincorporated Alameda County

Alameda County lists seven unincorporated communities: Ashland, Castro Valley, Cherryland, Fairview, Hayward Acres, San Lorenzo and Sunol. Four of them — Ashland, Cherryland, San Lorenzo and Hayward Acres — form the industrial wedge along the I-880 and East 14th corridor between Oakland, San Leandro and Hayward.

Here is the part people get wrong. Permits, zoning and code enforcement in all seven run through Alameda County, not a city hall — even when your mailing address says Hayward or San Leandro. If your facility is in one of those communities, the county is your authority. It is worth confirming before anybody applies for anything.

Contra Costa County

  • Richmond has its own page — the Port of Richmond, the Richmond Parkway industrial corridor, and a permit path that differs from most of the county.

The rest of the county:

Concord — the county's largest city. Industrial and flex product around Buchanan Field, plus the long-running reuse of the former naval weapons station. Note that some of the larger industrial development immediately adjacent to the city is on county land with the county as the lead agency, not Concord. Martinez — the Carquinez Strait refinery and bulk-terminal corridor and the trades that support it. Refinery process buildings, tank farms, maintenance shops and contractor yards. Pittsburg — waterfront heavy industry and the Highway 4 corridor. Antioch — northeast Antioch and the Wilbur Avenue shoreline: vehicle processing, building materials and heavy industry, with newer distribution product along Highway 4. San Ramon — Bishop Ranch, a very large master-planned business campus. This is service-court and back-of-house door work rather than truck-dock work. Walnut Creek — regional commercial, retail and medical. Service bays and back-of-house doors. Oakley and Brentwood — east Highway 4 industrial and flex product, plus agricultural-industrial and distribution at the county's eastern edge. San Pablo, Pinole and Hercules — the Richmond Parkway and I-80 corridor, including legacy industrial sites. Pleasant Hill, El Cerrito and Clayton — commercial and retail, with limited industrial land.

Unincorporated Contra Costa County

The industrially significant unincorporated communities are North Richmond, Bay Point, Pacheco, Rodeo, Crockett, Vine Hill, Clyde, Port Costa and Contra Costa Centre.

Same warning as Alameda, and it bites harder here because the mailing addresses are so misleading. North Richmond is a Contra Costa County permit, not a City of Richmond permit. Bay Point, Pacheco, Rodeo, Crockett, Vine Hill, Clyde and Port Costa are all county jurisdiction too, even though their mail reads Pittsburg, Concord, Martinez or Richmond.

Who issues the permit where your facility is

There is no single East Bay permit office. Every city here runs its own building department, its own phone line and its own online portal, and the portals are not the same system from one city to the next — several different products are in use across the two counties, and each city's portal is its own account even when two cities use the same vendor. Whoever you dealt with in one city tells you nothing about the next one.

This page does not decide whether your work needs a permit. Repair, like-for-like replacement, a changed opening, structural work, a rated assembly and new electrical work are commonly treated differently. Two things to check with whichever office is yours: whether the actual scope needs a permit at all, and whether the operator's electrical work is a separate permit. Neither has a general East Bay answer.

And one to check on the company rather than the counter: the state licence, under the exact business name that will sign. The CSLB lookup shows status, classifications, bond and workers' compensation information. Doors sit under C-61/D-28; dock levelers are named in the published scope of C-61/D-21.

San Francisco, San Mateo County and Marin are across the Bay and in different metropolitan divisions. San Jose, Santa Clara and Milpitas are the South Bay. Vallejo and Benicia are Solano County. All are outside this area and handled case by case — call with the address and the provider confirms whether it can take it.
