The area, in one answer
The request area follows the Nashville-Davidson–Murfreesboro–Franklin, TN metropolitan area as delineated by the federal government in OMB Bulletin 23-01, issued July 21, 2023. That delineation lists fourteen counties, all in Tennessee, and names Nashville-Davidson, Murfreesboro, Franklin, and Smyrna as the metro's principal cities.

Where the line gets interesting
For an approval question, start with the facility parcel. A mailing city can differ from the municipality that reviews the work.
Separately incorporated cities need an address check. Belle Meade, Berry Hill, Forest Hills, Goodlettsville, Oak Hill, and Ridgetop appear separately in the Tennessee county/city directory. Ask the city which office reviews work at the parcel and whether separate trade approvals apply. A "Nashville, TN" mailing address alone does not settle the permit office.
Goodlettsville and Ridgetop cross county lines. Goodlettsville sits in Davidson and Sumner. Ridgetop sits in Davidson and Robertson. One city, two counties, and the county matters for anything the city does not handle itself.
Spring Hill sits in two counties too — Williamson and Maury. So does White House, across Sumner and Robertson, and Millersville, across Sumner and Robertson. If your facility is in one of these, the parcel decides, not the city name.
Hartsville and Trousdale County are one consolidated government. Use the real name, Hartsville/Trousdale County, when you are looking for the office.
Within Rutherford County, check the electrical issuing office. Rutherford County Building Codes describes its state electrical permit issuing-agent role for unincorporated Rutherford County, Eagleville, and La Vergne. Ask Murfreesboro or Smyrna about the route for work inside those cities. Their absence from the county list does not establish an exemption.
Just outside the metro
Requests around Clarksville, Cookeville, Shelbyville, Manchester, or Bowling Green, Kentucky sit outside the fourteen counties. Call about the actual facility address; the independent provider decides whether it can take that location. Clarksville is its own metropolitan area and is not folded into this one. Tennessee licensing and permit guidance on these pages does not establish the rules for a Kentucky job.
