Is it a plate, a board, or a leveler?
Here's the test, and it's simple. If somebody moves it into place, it's portable. If it's hinged into a pit or bolted permanently to the dock face, it's an installed leveler and you want the dock leveler page.
Portable ones are what the industry standard ANSI MH30.2 calls portable dock leveling devices. You may hear them called dock plates, dock boards, or a bridge plate. The model and rated application matter more than the name.
The rough working distinction, as the trade generally uses it:
- A dock plate is lighter and flat, meant for foot traffic, hand trucks, and pallet jacks.
- A dock board is heavier, usually built with curbs or side rails, and meant for powered equipment like forklifts.
But here's the part that actually matters: the model's rated capacity and intended traffic govern, not the word somebody uses for it. A plate called a board is still rated for whatever it was built and marked for. If the marking is gone, establish the model, rated load, and permitted application before returning it to use.
What OSHA actually requires of a dockboard
The rule applies to employers using fixed or portable dockboards; the portable-device duties are spelled out below.
OSHA 29 CFR 1910.26 is the dockboard standard. It sets these duties on the employer:
- (a) Each dockboard has to be capable of supporting the maximum intended load, per §1910.22(b).
- (b)(1) Dockboards put into initial service on or after January 17, 2017 have to be designed, constructed, and maintained to prevent transfer vehicles from running off the dockboard edge.
- (b)(2) There's an exception: where the employer demonstrates there's no hazard of transfer vehicles running off the edge, dockboards without run-off protection may be used.
- (c) Portable dockboards have to be secured — anchored in place, or held with equipment or devices that keep them from moving out of a safe position. Where the employer demonstrates securing isn't feasible, there has to be enough contact between the dockboard and the surface to keep it from shifting.
- (d) Measures such as wheel chocks or sand shoes have to keep the transport vehicle — truck, semi-trailer, trailer, or rail car — from moving while employees are on the dockboard.
- (e) Portable dockboards have to have handholds or another means for safe handling.
There's also §1910.28(b)(4), which generally requires guardrails or handrails where the fall distance is four feet or more. Its dockboard exception requires all three conditions: only motorized material-handling operations, a fall hazard no greater than ten feet, and the required employee training. Do not assume the exception applies.
Two things to take from this. First, these are employer duties. A provider can assess a device, source a correctly rated replacement, or tell you what you've got — but keeping the dock compliant stays with the facility. Second, the January 17, 2017 date is about when a device went into service, not when it was bought or manufactured. That's a question your records answer, not a technician standing at your dock.
The provider and the enforcing agency confirm what applies to your operation. Nobody here can decide that for your dock.
Can a damaged dock plate be repaired?
The specific model, damage, and supported repair method decide that—not a weld offered without checking the rating.
A portable plate or board is a rated device. It was designed, tested, and marked for a specific load. Welding it, cutting it, grinding on it, or adding to it is a modification — and a modification can put the device outside the rating it was built and stamped to carry. Ask the manufacturer whether it permits a repair for that model and damage, and what verification is required before return to use.
So the question isn't "can we weld it." The question is "can anyone still establish what this device is rated to carry, and is that rating honest after what happened to it."

When a plate is the wrong tool for that position
Worth saying plainly: a portable plate intended for hand trucks or pallet jacks is not interchangeable with a forklift-rated dock board. For a frequently used position, compare the correct portable device with an installed leveler, including how it is positioned, secured, handled, and inspected.
