Washington County, Maryland

Washington County sits where I-81 meets I-70, with CSX and Norfolk Southern rail and freight service at Hagerstown Regional Airport. Maryland Commerce counts "nearly 20 industrial, technology, and business parks" in the county, most around Hagerstown and Williamsport (Maryland Commerce, 2025). The county has nine incorporated towns and cities (Maryland Manual).

Hagerstown

Inside city limits, the City of Hagerstown issues its own building permits from Code Administration at City Hall. It uses the 2021 building codes with local changes and requires a City contractor license for work on commercial-use property. Its electrical permit page exempts repairs from the permit requirement but says all electrical work must be done by City-licensed electricians.

Williamsport, MD

This is Williamsport, Maryland, on the Potomac, not Williamsport, Pennsylvania. Maryland Commerce says most of the county's business parks sit around Hagerstown and Williamsport. For permits, the county's permitting brochure says the town gives zoning approval first, then Washington County takes the permit application.

Boonsboro, Smithsburg, Hancock, Clear Spring, Funkstown, Keedysville, and Sharpsburg

Unincorporated Washington County

Halfway, Maugansville, Robinwood, Fountainhead-Orchard Hills, Paramount-Long Meadow, Wilson-Conococheague, Chewsville, Leitersburg, Cavetown, Cearfoss, Fairplay, Downsville, Big Pool, and Indian Springs are unincorporated. Permits there go to the county Division of Permits and Inspections, 747 Northern Ave., Hagerstown, 240-313-2460. Applications go through Accela Citizen Access. The county adopted the 2021 building code and the 2020 National Electrical Code, effective July 1, 2024 (county notice).

Berkeley County, West Virginia

Interstate 81 runs through Berkeley County, and the county's development authority lists CSX and the Winchester & Western short line among its rail providers (Berkeley County Development Authority).

Martinsburg

Inside city limits, the City of Martinsburg issues its own permits with certified building inspectors. You apply online through My Government Online. The phone is 304-264-2131. The city's code also says emergency repairs by contractors "shall be registered and filed within seventy two (72) hours" (City Code § 1761.02). Ask the provider how it handles that after an urgent repair.

Inwood, Falling Waters, and the rest of Berkeley County

Inwood, Falling Waters, Spring Mills, Bunker Hill, Gerrardstown, Darkesville, Bedington, and Tablers Station are Berkeley County address names. Check city limits for the exact facility address. Outside Martinsburg, Berkeley County's Department of Building Permits & Inspections is at 400 W. Stephen St., Suite 202, Martinsburg, 304-264-1966. The county says permits are required to "construct, enlarge, alter, repair" a building or to install or replace electrical, gas, mechanical, or plumbing systems. Its commercial building permit checklist calls for Planning Commission approval before plans are submitted, subcontractors' WV license numbers, and State Fire Marshal approval. Ask whether your door or dock job needs that permit.

Hedgesville

Hedgesville is an incorporated town. Ask the provider which permit office applies.

Morgan County, West Virginia
