The 11 counties

Under the federal metro delineation issued July 21, 2023, the Dallas–Fort Worth–Arlington metro area is made up of 11 counties: Collin, Dallas, Denton, Ellis, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant and Wise (U.S. Bureau of Labor Statistics technical note, checked September 18, 2026).

The federal definition splits the metro into two divisions — Dallas–Plano–Irving on the eastern side and Fort Worth–Arlington–Grapevine on the west — these are statistical divisions, not provider territories.

Two things worth knowing if you're comparing lists. Hood and Somervell counties were part of this metro under the older 2018 delineation and are not part of the current one, so Granbury and Glen Rose are handled as edge locations. And the regional council of governments for North Texas covers a 16-county planning region, which is a different list again. Neither is a mistake; they're different systems for different purposes.

Several cities sit in more than one county — Grand Prairie, Carrollton, Coppell, Rowlett, Burleson, Azle, Frisco, Prosper, Glenn Heights and Royse City among them. Inside a city, or on unincorporated land?

A facility's mailing address does not always establish which office handles permits. Confirm whether the property is inside a municipality or unincorporated before applying.

Inside a city, start with its building or development office and the designated fire-code authority. Ask which office handles your scope; municipalities can use different arrangements, so do not assume every community operates an identical department.

Outside any city, ask the county's relevant fire and development offices about the actual property and work. Local Government Code Chapter 233 authorizes specified fire-code regulation for qualifying counties and covered construction; it does not establish one uniform code or permit rule for all 11 counties.

  • Tarrant County — the Fire Marshal's Office is the fire code official for unincorporated land. Since August 1, 2018, covered new commercial construction there needs a construction permit before work begins, and third-party plan review is required. 817-838-4660 (Tarrant County).
  • Dallas County — no county zoning authority, and unincorporated land is under ten percent of the county, mostly in the southeastern corner. Ask about covered commercial construction with the County Fire Marshal at 214-653-7970, with the Department of Unincorporated Area Services at 214-653-6565 (Dallas County).
  • The other nine counties need an address-specific check of the responsible fire/development office, adopted requirements and permit scope. Do not apply Tarrant or Dallas County's rules to them by default.

Just outside the metro

Facilities beyond the listed metro communities are reviewed case by case. That includes Granbury and Glen Rose (Hood and Somervell counties, dropped from the metro in 2023), Sherman and Denison to the north, Corsicana to the south, Bonham to the northeast, Mineral Wells to the west, Athens to the southeast and Gainesville up toward the Red River.
