Six counties, and who issues the permit in each

Ohio is not a single-county metro where one office handles everything. Here, the permit office usually follows the municipality, not the county — which is why "we're in Cleveland" and "we have a Cleveland mailing address" are two very different statements.

Under Ohio Administrative Code 4101:7-1-01, a building department may only accept and approve plans if the Board of Building Standards has certified it. And where no certified nonresidential department has jurisdiction, Ohio Revised Code 3791.04 sends the submission to the state's superintendent of industrial compliance. Where this map comes from

Those six counties are the Cleveland, OH metropolitan area as delineated in OMB Bulletin No. 23-01, July 21, 2023 (checked September 18, 2026). That same delineation renamed the area from Cleveland–Elyria and added Ashtabula County, which is why older lists show five counties and a different name.

It is a geographic reference for organizing requests. It is not a provider's territory, a drive radius, or a promise that anyone is available.
