Who confirms the permit and license questions?
It depends on the address. Inside Albuquerque city limits, permits go through the City's ABQ-PLAN system, and the City lists no separate exemption for replacing a commercial door. Rio Rancho has its own Building Division. Other places use Bernalillo County, the state CID or another local office. The provider and the issuing office decide what applies.

License: New Mexico requires a CID license classified for the type of work, including to bid (NMSA 60-13-12). We found no classification that names overhead doors. GS-14, "Windows, doors and skylights," is the closest, and it doesn't include structural changes to enlarge an opening. GB-98 includes GS work (14.6.6 NMAC). Operator wiring above 50 volts needs an EE-98 electrical license. Check any license at the state license search.
Code: New Mexico's commercial building code is the 2021 International Building Code, as amended by the state (14.7.2 NMAC). A replacement door may need to meet a design wind pressure or a fire rating for its opening. Ask the provider to confirm what applies.
