St. Petersburg permits: the city handles its own
St. Petersburg's Construction Services and Permitting Division handles building permits inside city limits, through Click2GovBP. The city's forms list includes an "ePlan Submittal Checklist Windows and Doors Permit." Ask the provider whether your door work needs a permit and who pulls it. The provider and the city confirm what applies.
The address matters. Pinellas County handles permits for unincorporated Pinellas and six small cities. A building with a St. Petersburg mailing name may sit outside city limits.
The small-job exemption is for homes
The city's permit page says: "Per Florida House Bill (HB) 803, effective July 1, 2026, the Building Department has established a Permit Exemption form for work on a single-family dwelling totaling less than $7,500." The city also says the exemption doesn't apply to window and door replacement, structural, electrical or other listed work, or to flood hazard areas. Pinellas County describes the same law. It isn't a commercial exemption.
Wind rating for replacement doors
Florida requires exterior doors to be approved before they're used in construction (s. 553.842). Pinellas County's amendment to the Florida Building Code lists 145 mph for Risk Category II buildings, with other values for other categories (Pinellas FBC 1609.3 amendment). Older buildings, older equipment
Forward Pinellas says "Pinellas County is nearly 100% developed." It also says: "By the 2000s, we started running out of industrial land" (Forward Pinellas). If your door or leveler is older, say so on the call. Parts availability can change the repair-or-replace answer.
