You can call from any commercial facility in San Diego County. The county is the whole San Diego–Chula Vista–Carlsbad metro area (OMB Bulletin 23-01). It has 18 cities plus unincorporated land (County of San Diego).

City of San Diego
The City of San Diego is the biggest piece of the county. Its business areas include downtown and the harbor, Barrio Logan, Kearny Mesa, Miramar, Sorrento Valley and Sorrento Mesa, Rancho Bernardo, Mission Valley and Otay Mesa. Building permits inside city limits go through the City's Development Services Department.
- Permits: City of San Diego building permits, filed through Accela Citizen Access. Past permits can be searched on OpenDSD.
- Miramar here means Miramar in San Diego, the area around Miramar Road.
- Kearny Mesa is home to the County's permit center. That center serves unincorporated areas, not buildings inside City limits.
- The harbor: the Port of San Diego's Tenth Avenue Marine Terminal mainly brings in perishables and refrigerated goods (Port of San Diego). Port terminals have controlled gates, so mention site-entry rules when you call.
- Otay Mesa has its own page because it's split between the City and the County: Otay Mesa dock and door repair.
South Bay
The South Bay cities are Chula Vista, National City, Imperial Beach and Coronado. Each one runs its own building department, so the permit office depends on which city the building is in.
- Chula Vista: one of the three cities in the metro's official name. It issues its own building permits through Accela Citizen Access. Otay Mesa next door is a different jurisdiction (City of San Diego, or the County in East Otay Mesa).
- National City: home to the Port's National City Marine Terminal, which handles vehicles, lumber and big project cargo (Port of San Diego). Permits: National City building permits. If the facility is on Port of San Diego property, ask the provider which agency issues the permit.
- Imperial Beach and Coronado: find each city's building office through the County's city list.
East County
East County covers El Cajon, La Mesa, Lemon Grove and Santee. El Cajon has its own page because of the Gillespie Field industrial area.

Unincorporated San Diego County
Outside city limits, the County's Planning & Development Services handles building permits. Its permit center is in Kearny Mesa, and it takes applications online through Accela Citizen Access (County PDS).
Commercial facilities in unincorporated areas include ones in Lakeside, Spring Valley, Rancho San Diego, Ramona, Fallbrook, Bonsall, Valley Center, Alpine and East Otay Mesa. These are among the County's community planning areas (County PDS). East Otay Mesa is covered on the Otay Mesa page.
Which office handles permits for your building?
It depends on the address, not the ZIP code or the mailing city. Inside the City of San Diego, it's the City. In unincorporated areas, it's the County. In the other 17 cities, it's that city's own building department. We checked these links on September 23, 2026.

The City of San Diego says replacing a door at a commercial property needs a permit (DSD). For other cities, ask the provider which office it will file with. The provider and that office confirm what your job needs.
Near the county line
This hub covers San Diego County. Riverside County sites, such as Temecula, and anything across the border aren't part of it. If your facility is in San Diego County, call, and the provider confirms the address. For other areas, change service area.

Questions about the service area
Can I call from Chula Vista? Yes. Chula Vista is in San Diego County. Give the facility address, and the provider confirms it.
Is Otay Mesa part of San Diego? Much of Otay Mesa is in the City of San Diego. East Otay Mesa is unincorporated County land. The permit office depends on which side the building sits. See the Otay Mesa page.
Can I call from Oceanside, Carlsbad or Escondido? Yes. North County is part of San Diego County. The provider confirms the address.
My facility is in Temecula. Is that covered here? No. Temecula is in Riverside County, so it isn't part of this San Diego hub. Change service area to look for another hub.
